  2. Our form of government has held megalomaniacs in check. There Have been strong mayors under our charter. Those Mayors were strong people. It is not the office per se as the office holder. Our current mistake-of a-man would still be ineffective even if he had a military take over and declared himself dictator for life.
    But just for fun, let us say we have a charter change vote and but on the ballot a strong mayor government. The only way this city would go for such a change is if we ALSO changed the recall process and required 5% of the last voting count in the last Mayoral election to sign the recall petition.. Otherwise forget it!

  3. This form of government, with all the hidden lines of responsibility drives down voter turnout and drives up the number of weak candidates who with a mere plurality earn a place in the run off.
