Strong words toward a member of the KCPD from Stacey K.
Note . . . She is an advocate for street performers and because of her hard work a lot of local entertainment districts outside the P&L are much more lively and maintain a greater level of freedom . . . Still there's probably more disparity going on in other places and I'm glad she's going to bat for a street magician because I wouldn't. Here's a quote from her:
"Kansas City does NOT have an entertainer's license. If you're going to be paid to enforce the law at least KNOW IT. There are restrictions on performing. Do you know what they are? Did you know the magician at 13th & Wyandotte was asked to be there to participate in the scavenger hunt. He was NOT breaking the law as it is currently written. You personally not have the legal right to restrict free speech except as already restricted by Kansas City code. You're paid to enforce, not create laws."Having a couple of my friends killed by police during "discussions" that went the wrong way I know that any and all confrontation with authorities is unwanted. So this kind of strongly worded post is much more productive then sorting things out on the street.
Also, I wonder if I wore a magician's outfit when venturing into JoCo . . . Would I be treated any better?
The KCPD is paid to write traffic tickets, not to know the law.
ReplyDeleteEntertainers are required to have a business license, aren't they? Unless they are not-for-profit, I think. I thought ALL persons and businesses in KCMO except a select few, such as accountants, lawyers, doctors, etc. had to be licensed.

ReplyDeleteInstead of a whiny PMS driven letter this lady needs to download the Citizen Complaint form from the KCPD website, fill it out, have it notarized and send it in.

KCPD is an incompetent, corrupt, independent body that is not beholden to the city officials that are elected by the people.

Why is someone who makes balloons so angry?
ReplyDeleteEntertainers who accept tips only are not required to have a permit here. In New Orleans yes, but KC - no. It's a different story if they charge a price for their performance. Street performing does not require a licence, working a birthday party does.

If you want to effect some change you need to nad up and go through the legitimate complaint process. There is an office set up for this kind of thing, if you are too lazy to follow through, then your complaint really must not have been that serious to begin with.
While there are some talented buskers in Kansas City, many are just one stop short of creative beggars whose appearance and hygiene is offensive.

The first friday buskerfest downtown is getting to be really annoying actually. I feel bad for anyone who's trying to sell real art amid all the firebreathers and clown college dropouts.
