It only takes 16 years for TIF money to actually start making a difference! Or that should be the conclusion that you come to after reading a recent article which notes that a storm-water drainage system along Universal Avenue in northeast Kansas City is set to begin construction in 2007 after the Universal TIF plan, approved in 1991, called for the plan's taxes to flow into a new pump station, but the station wasn't built. On the bright side, the construction isn't at the behest of any KC Citizens but rather to make sure that a local company doesn't have any hardships due to flooding. The people of KC might be better advised to look for a good price on a boat.
