The restaurant owner pays the extra sales tax on every ingredient that goes into that hamburger, every paper napkin and paper towel and any equipment purchased for the business. I can't put an actual dollar amount on it, but the effect of increased sales tax goes much wider and deeper than just your hamburger. Even paying for a cab to a rental shop a few miles from the airport makes the deal way cheaper.
