About the data driven journalism:

"One thing to keep in mind is that the Municipal Court data cited in the Star's article is not the same as stop data. We rely on the stop data we compile for the Missouri Attorney General to help us identify any potential bias and to address it in our training. That actually shows us how many drivers of every race we pull over. Our 2017 stop data will post on the Attorney General’s web site no later than June 1. Feel free to check out our 2016 data. Our disparity index for African-Americans is lower than the rest of the state. We continually review this rate against other departments and against our own department over prior years.

"Despite the Star article’s focus on the fines and warrants that arise from Municipal Court, there was no description of Municipal/Traffic Court procedures, no statement from a judge, and no comment from a neutral attorney or public defender. There was no mention of the Court’s warrant amnesty days, payment plans, or diversion opportunities. Much can be resolved simply by residents showing up to court."

THE KCPD CHIEF'S BLOG TAKES READERS BEHIND THE SCENES AND OFFERS A GLIMPSE AT NEWSPAPER HACKS RUSHING THEIR STORY AND NOT GIVING THEIR SUBJECTS ANY TIME TO APPROPRIATELY RESPOND!!!



Here's the KCPD side of the story:

"Finally, I’d like to address how this article played out from our end, and why the Star’s statement that we provided no comment is false . . . On Friday, May 18, we told the reporter that since we could not see the data the Star used to make responsible and informed comments, we were working to pull the data ourselves. We told him there were several other large-scale public information requests that had been submitted previously from other organizations that – to be fair to everyone – needed to be addressed first. The reporter responded that it was too late, anyway, and the article would run on Sunday. The Star then reported that KCPD declined to comment, which is false. We requested the Star correct their statement, “Police did not respond to the Star’s request for comments to this article,” and they declined. Daily e-mail conversation between KCPD and reporters and editors is not a “no comment” situation. “No comment” is not a response that we give. Sometimes we have to protect the integrity of an investigation and can’t say much, and other times – as is the case here – we need more time to review a large amount of information (that wasn’t even made available to us for review). Just to pull that information ourselves took more time than the Star allotted us for making a statement on it.

"In summary, the Star reporters gave the police department 2.5 days to respond to reams of data they wouldn’t show us. Members of the Star have had the opportunity to review this data since February 2018, according to Municipal Court."

But from all that we've read on the topic so far, it's clear that the main bias which exist is that of the newspaper against Kansas City police.

    1. The Chief deserves credit for responding at all. There really wasn't much impact of the report and I noticed most people glossed over it. The headline was nice but it fell apart when you got to the stories, mostly just bad drivers complaining about their troubles. The Chief's explanation is far more plausible than imagining that there is some massive east side crackdown.

  2. C'mon T. The police aren't going to admit their bias. Nobody does that, not the newspaper or this blog. I think the Star did the right thing by bringing the issue to light.

      It took me longer than that to read the damn thing. Even this post is waaaaaaaaay too long. I know that "long form" journalism is the trend but wish reporters would be more concise.

  5. This incident very well explains what is wrong with the Star. Anybody can get statistics to support whatever agenda they want or twist them around to fit an agenda. In this case the chief does a good job of explaining what the police department's statistics are and how the police handle tickets.
    The chief stated "It’s something of a Catch-22. With violent crime spiking, police were accused of not doing enough. Then we deployed extra resources to areas experiencing the most violence, and now we’re accused of “over-policing,” as you’ll see in inquiries from the Star reporter below.
    Just more irony on the Stars part as it appears they cannot be satisfied.

    One has to think that an editor knew enough about statistics to get the story reworked but, in the end, just didn't care that much.

    The human side of the story was poignant and it could have been written frm a different angle.

  10. Here's the thing. What's dangerous about the article is that it contributes the nation that police are out to get a section of the community. That's not the case, it's imagined and I'm glad that today, it has been debunked.

  11. Even if there is racial bias and negroes get more tickets than white people, who cares? They deserve it. They ride around in hoopties with defective equipment, smoking weed and doing drive-by shootings. Any time you pull them over, there is a reasonably good chance of making an arrest.

  14. This story, and many others in the Star, perfectly reflects the old adage that "when you're a hammer, the whole world's a nail".
    Actually the paper might stave off its demise by firing pretty much anyone who still makes believe they're a "reporter" and just let Hoopz and Sanchez write all the "stories".
    All from the same "poor me" point of view.
    For these folks people who drive unlicensed vehicles which haven't been inspected and have one or no headlights, poor brakes, shaky steering, no insurance, and who knows what else are just being taken advantage of by the police.
    UNTIL their car with their family in it is run into by one of these derelicts and people are injured or worse.
    Then it's "how can the police let a car like this out on the roads?.
    These reporters need to spend a dog watch shift with East Patrol some Friday or Saturday night.
    The Star gets more irrelevant to the majority of residents of the metro every day.

    I think you're confusing TKC with an activist. He's not, he's a muckraker and he regularly calls out illegal alien Mexicans.

    He did it just this week:

    There was also another post where he called the guy a "bad hombre".

    As for Kobach, the blog uses every politician in the metro as a punching bag and rarely offers any praise.

  17. The Kansas City Star is setting the police up. The Star was unfair with their questioning and lied about what really happened.

    The Star is acting just like Beyonce and are setting the police up to harm them. If we have a shoot out of police officers like Beyonce caused, then the Star is solely responsible for any and all harm that comes to the officers!!!!!!!!

  22. I'm guessing that any African-American driver is innocent of any charges and should NOT be stopped by the authorities. Don't have a driver's license, insurance or valid tags on your car? No problem. Driving too fast or in a reckless manner? Again, let it go. I'm all for police ignoring anyone who is Black. Oh, and please don't answer calls for shots fired in the Black residential areas. Let it sort itself out without racist cops intervening.

  23. It's hard to feel sorry for those that refuse to function as productive members of our society when their actions cause upheaval, injury to others and lead to illegitimate claims of racism. We all have a responsibility, regardless of race, creed, color, gender, gender identity, social status, and education to be law abiding and respectful of our public safety officials. We should hearken back to a time when certain professions were not only honorable but respected and valued. We still must live up to our responsibility to report those that choose to break our laws and endanger others.
    The Kansas City Star has the responsibility as a member of the fourth estate to report honestly with non-biased words. They have seriously failed their constituents.

  25. I have a proposal for the KCPD. Pull a month long "focus on temp tags" enforcement drive. Stop every single car with temp tags. If no license/registration/valid insurance/valid inspection are present impound the car on the spot. The car Owner has 30 days to correct the action that caused it to be impounded. After 30 days, the PD permanently disables the vehicle and takes to to pick n pull for scrap value. Yes, they won't garner much by way of ticket revenue with this, which is the primary drive behind their targeted enforcement measures. But, if they legitimately want unsafe cars & drivers off the streets, and make driving safer for contributing participants in civil society; this would be a great way to do so.
