    I smell the hand of John Petersen in this "but for" CID scam in Parkville.

    Wes, please call me. Looks to me like the greedy Music Man of Municipal Money, John Petersen at Polsinelli, has found his way to Parkville! He's the king of CID;s. He can barely start a sentence without saying, "But for....". The thing that gripes me is, even city planners and councils do not realize--he harvests 15% ownership of these projects. He enlists developers (or perhaps vice versa) in these schemes to grab sales tax kickbacks, CIDs as well as subsidies for development, TIFs.
    "But for" his expertise, they agree to turn over that 15% ownership stake to him. Then they build it, and WHEN THEY FLIP IT to the next owner, OR DOWNSIZE THE LADIDAH plans to plain vanilla driveins or strip centers or apartments, THE CASH OUT is a huge payday for Petersen. That's all on top of his hourly fee for lawyering. The only developers who won't pay this PENDERGAST STYLE LUG as far as I've learned, is Walmart. For them, just the hourly rate.   3. This guy is an idiot. He wants the guardrail behind the teail bc of "instant death" is a bike rider or ledestiran fell into it and he was mad that the guardrail was already hit. I guess he would have rather the car hit a pedestrian instead of the guardrail.
