CLINTON, Mo. - He's accused of killing Clinton Police Officer Christopher Ryan Morton and injuring two other officers before fatally shooting himself. James E. Waters, 37, of Clinton has a long criminal history dating back to his late teen years.
He was a career felon caught with a firearm in November. Why was he on the street 5 months waiting for a court date? It seems we can't enforce existing firearm laws.
