Easy fix for the I-70 traffic problem, and the Plaza and City Market parking problem.

Two new State Laws:
1) no vehicle can be licensed in the State until it is fully paid for.
2) any unlicensed vehicle being driven on public property must be immediately stopped and seized, then auctioned off within 30 days.
