Kobach's Voter 'Fraud' Program Has 99% Failure Rate

Imagine basing decisions on who gets to vote and who doesn't based on a software program that is wrong 99% of the time. Actually, you don't have to imagine it. Kris Kobach has one that he's been promoting, one that checks for duplicate registrations and is almost never accurate.
