The family of Toni Anderson plans to file lawsuits in her death. The 20-year-old was reported missing in January. She was last seen leaving a QuikTrip in North Kansas City. In March, her car was pulled from the Missouri River near Parkville.

  22. Adjudications for the PUBLIC'S INTERESTS as much as tort awards to her family should and likely will be the foremost considerations in the Court's (meaning Judge's and jury's) views.

    The leo making contact with her judged that Toni should "collect herself" for reasons he determined. Directing her with these TWO simple words might be worth loads of lessons by way of a financial settlement. An award may serve a stern warning to leo that advises a driver that is deemed as unfit in any measure to operate a vehicle, to go ahead and drive even a short distance, is FUBAR! She possibly risked immediate harm to herself, others on the roads, QT customers at the pumps, customers walking in the QT lot, smashing into the steel beamed brick faced corner section of QT, or crashing through the storefront.

    So, that additional time and distance of her impaired driving to that place where she goes into the river RISKED unnecessary miles and minutes of POSSIBLE PUBLIC ENDANGERMENT along with possible harm to her. ANYONE can make a mistake. A trained leo charged with public safety and lawfulness is very likely going to be deposed to explain his actions.

    Whether or not she ingested additional substances from the time of contact with leo to being submerged, the leo said "collect yourself" when he passed judgement on her "condition" as she sat in prolonged idling, facing the wrong way, and signaling improperly. Hindsight 20/20: AN ARREST WOULD'VE SERVED EVERYONE BEST!!!

    I believe it was as much her own Fault than anything in reality.

    She shouldn't of been doing the things she was doing to begin with that got her into trouble - FACT !!

    On the other hand, it was the responsibility of that officer to notice she was IMPARED, too impared evidently to be driving !

    He should of at least made her park her car and made her call one of her friends to come get her, since he wasn't interested in arresting her.

    I Doubt that Arresting her would of done any good, except for maybe that 1 night, later on down the raod a few months later, she'd just done it again and ended up where she is today or even worse, possibly of taken somebody elses life with her in a head on collusion, its happened before with people like this,,,,

    as the old saying goes, give a person enough rope, eventually, they'll hang themselves !!!

  26. If I was a cop I'd run the IP adresses on some of these comments and then make fucking sure I never cut any of them and inch of slack or use my lawful discretization to keep them out of jail. The cop had some compassion and felt sorry for the low life bitch and now he is a villian for not throwing her ass in prison.   29. So if she would have went down the street and struck your family and killed them would you not blame the police? The officer had a duty to make sure she didn't drive impaired. If he was concerned enough to stop her, he should have handled the situation and called her a ride or taken her to jail.
