Burke's Folly!

You can check out anytime you like, but you can never leave.

How can it be Burke's folly when he doesn't have any money in it himself and will be doing just fine, in fact most likely already is, with fees and other revenues the projects spins off?
Burke's a guy who knows a lot about how developers can access the vast laundry list of government programs, tax breaks, subsidies, and outright cash that are available.
And he knows what easy marks reside in the council chambers at 12th and Oak.
The folly ends up with the folks actually providing most of the money for this fiasco.
And in KCMO, as usual, that would be YOU.
