They were required to have some money on them, be free of TB, and have a contact in the USA that would be responsible for their care should they need it. If they didn't have this they were not let in even as a visitor.
ReplyDeleteonce in the country, people had to "Declare their intent" to remain. Once they declared that intent the time clock started and it took either 2, 4 or 8 years depending on the era until they had the possibility of getting their citizenship.
