High times for local activists who have finally put the low threshold for citizen initiative petitions to use in the national fight for weed reform.   1. If they are going to decriminalize marijuana they need to do it at the state level. Even with a city ordinance there is not a thing to stop the state or county sheriff from stepping in and there is nothing that will keep either agency from walking into Kansas City and filing state charges against pot heads. Additionally there isn't a thing to stop the state legislature from rendering the ordinance null and void no matter what the citizens of KC vote for.
