TKC MUST READ!!! KCPD CHIEF FORTÉ THREATENS DEVASTATING CUTS TO POLICE FORCE IF VOTERS OPPOSE EARNINGS TAX!!!



Kansas City's top cop stands up for a controversial tax campaign in his latest message to local voters.

To wit . . .

KCPD CHIEF TOUTS EARNING TAX RENEWAL 2016 AND THREATENS CUTBACKS IF VOTERS DON'T APPROVE!!!

Some may argue against the appropriateness of a public safety official entering the political fray but he's certainly entitled to his opinion.

Three things to consider . . .

- TKC readers remind us that in public forums and on Ruckus, Current E-tax campaign spokesman Steve Glorioso has openly called for cuts to the police budget.

- As with all of blog posts, the KCPD has disabled comments from readers to respond to contentions about the earnings tax.

- Notice that the Chief's warning is focused on the Northland where the E-tax is clearly trailing in the polls . . . It seems the crafting this message serves as a warning to residents across the bridge that failure to comply with the tax campaign will result in even less service . . . 

Reality - Residents in the Northland ALREADY complain about few cops on their side of town.

Here are the basics of the Chief's argument . . .

According to KCPD Chief Forté: "Kansas City’s 1 percent earnings tax presently is up for debate in the Missouri Legislature and up for Kansas City voters to renew in April. The proceeds from this tax make up almost 40 percent of the City's general fund, which primarily supports public safety, including the police department budget. Without it, police would be forced to make significant cuts.

"If the tax goes away, the City estimates that 810 sworn officer positions would need to be eliminated. That’s more than 80 percent of the officers we currently have on patrol. In total, we currently have about 1,350 sworn officers, which include investigative, training and specialty elements.

"Because of this estimated reduction, police response to some incidents would be significantly reduced and possibly eliminated, such as non-injury car crashes, burglaries, fraud and forgery incidents. Response times would increase, and elements like those listed below that were instituted through the earnings tax could be cut. A Northland patrol division station also could be eliminated.

"The elements listed below have done a tremendous amount of good in our city. They have changed the lives of young people, found and stopped people who committed violent crimes, served the growing northern part of our city, significantly reduced illegal narcotics and the violence that goes with them, protected children from harm and brought justice for victims and their loved ones. If the earnings tax was eliminated, however, KCPD would have to devote nearly all of its resources to responding to 911 calls for service. We could not afford to staff these and other specialized units."

    Furthermore, are rank and file officers allowed to voice their opposition to the earnings tax?

    If the Chief wants his officers to obey rules about politics in uniform, we should expect leadership from the top down. It would be nice if we saw some leadership by example in KC.

  9. Please be mindful that this is a PR stunt. In 2010, voters approved 1/4 cent public safety tax for capital improvements and workforce benefits. They have the money. This is just fear mongering. Nothing is beneath this coward. He's a hintchman.

  15. This is a common trick of bureaucrats. It is often used by federal agencies. The ploy is to maintain or increase funding by threatening to cut off popular or necessary public services (and leave intact the ones the public doesn't need or want) if the money gets tight. It is a protection racket, really, not unlike the one the Mob used to run, and with the same level of criminality. The cure is to never let the bureaucrats be the ones to decide what goes and what stays.

    The City Manager who now says a failure to renew the e-tax would be catastrophic, yet he easily found an off-budget additional $18 million to throw into the 18th and Vine pit?

    The Mayor who says the sky will fall if the e-tax is phased out, and it's all a conspiratorial plot by Jefferson City Republicans?

    Ending the E Tax wont have any effect on citizens safety whatsoever. Consider that the police show up after your ass is shot or dead. Please explain to me what a KC citizen might miss? Save your tax money and get a gun. There is where you will find your police protection.

    Not having this E Tax might provide just the incentive the dead weight at KCPD needs to get an education and go get training in a real fucking police department.

    However, as a property owner in KCMO I'm voting YES on E-Tax, least my taxes go up while all you service suckers from JOCO, WYCO, reap nothing but a paycheck. What's 1% when you reap all the fantastic benefits bought and paid for by our earnings. Go work somewhere else and really send a message to the Jack Ass Dem's who run this failing City.
