Councilman Jermaine Reed was polite but firm in his consideration of transit activist Clay Chastain and his new plan for light rail which he hopes to put on the ballot via petition.

Remember we covered the initial ask from Mr. Chastain and the turnaround time really wasn't so bad considering all the slapfighting the council is doing with the Mayor behind the scenes.

RE: Request to present new transit initiative to City Council's Transportation & infrastructure Committee
Mr. Chastain –
I am in receipt of your request to make a presentation to the Transportation & Infrastructure Committee concerning the initiative you propose for Light Rail in Kansas City.
I have also reviewed the outline of the plan and your rough estimates of the cost and how your plan would be funded.
Use of the Transportation & Infrastructure Committee is not appropriate at this time, whereas; your initiative is still in its early planning stages and we will not be able to accommodate your request.
Please let me know if you have any questions or concerns.

Now, Mr. Chastain seems committed to his effort to put this new plan on the ballot.
And remember, like it or not and always overlooked by the media, Clay Chastain is the only person to ever pass a city wide rail transit vote in more than 20 years.

As you might expect Councilman Reed (who is chair of the City Council's
Transportation & Infrastructure Committee) has rejected my request to present to his committee my new initiative plan for a citywide light rail / commuter rail-based transit system.
I was trying to present to the new city council an alternative transit system to the city's (transit-challenged) 2.2 mile downtown streetcar line that has been dumped in the new council's lap by Mayor James and 314 restricted voters.
My new transit initiative will provide Kansas City voters and the new city council a choice over our city's transit future...a citywide multimodal light rail / commuter rail / electric bus / bikeway system (utilizing Union Station as its hub) designed to make the city great again and help the everyday citizen get to a job vs. the city's isolated downtown boozer line designed for tourists, developers, and party goers.
But of course, Councilman Reed appears only interested in the city's status quo streetcar line.
We all hope this new council will be far more transparent, citizen-oriented, and independent thinking than the last sorry council.
Keep in mind Councilman Reed was not only part of the last, and sorriest, city council in the city's history, but was also appointed chair by Mayor Sly James. As we all know by now (see the last light rail petition Sly obstructed a vote on and his current effort to obstruct another vote on the convention hotel petition) Sly is to the initiative petition process what a chainsaw is to our National forests.
The people of Kansas City deserve a choice on the airport, convention hotel, and transit issues. The democratic initiative petition process provides the people the only mechanism to assure they get that choice.

ReplyDeleteWhereas, I find that Chastain throws some disagreeable clunker into most of his proposals, he is, at least, making an effort to influence the bought and sold government of Kansas City. The brown nose bureaucrats and political operatives and big money interests do not like outside, citizen based initiatives interrupting their self anointed projects, plans and distribution of the spoils. Public meetings are mere formalities, put on for show, because the letter of the law requires them. A government that allows itself to disregard petitions of the governed is in need of reform, if not actual dissolution and reestablishment.

12:25 I vote radical secession. Refusal to remit the e-tax by enough persons would force the hand of city hall. Recall petitions would work. But these things don't happen over night, and there is no central organization.
ReplyDeleteFolks like Crosby Kemper are very bright people, and are generally considered winners. They are very successful people. But in reality, they are losers in regards to changing KC policy. I don't mean that derogatorily, but in the literal sense. Crosby Kemper and the others, are losers, they fail to achieve their STATED objectives, time and time again. So either, they have ulterior motives, or they just repeatedly fail. And a wealthy loser is just a loser with money, and is nonetheless a loser.
there is someone who posts comments on TKC every once in a while. And they say something about how every issue TKC takes up, the exact opposite happens. And unfortunately that person is correct. Everyone here is a loser. And bear in mind, I am in that category myself.
So until leaders like Crosby Kemper become flexible in changing their tactics we will continue to be losers. Until they are open to new and innovative ways, of making political cahnges, Crosby will continue to be a loser. They will gather, myself included, at the Library and reaffirm each other, with great rhetoric, then return to reality where we LOSE.
Thats the truth about "change" in KC. Just a bunch of losers (myself included).

What a poorly written letter by Reed. This guy has a masters? Seriously? First, the letter provides no reason for the rejection except he doesn't support whatever was submitted by Clay Chastain. That's hardly a reason to reject it but hey, Reed already got the votes to retain office. So, there you go. Anyway, it's really bad writing in that it doesn't say anything but 'we don't like the plan".
