TKC NOTE: In this letter, transit activist Clay Chastain talks about his upcoming light rail petition effort and what seems like a plan to kick off in initiative on the right foot with the City Council and the leader of the T&I Committee.

To Councilman Reed,

My name is Clay Chastain and I am a Kansas City community activist and KCMO registered voter that resides (part-time) at 3552 Genessee Street in Kansas City, Missouri.

Many Kansas City voters, including myself, believe the newly elected city council may be the city's smartest and most independent thinking elected body in recent times.

To that opinion, the new council is already insisting on receiving legitimate and firm cost estimates, concerning supporters desire to build a new single terminal airport, before they lend their support. They are scrutinizing this proposed project because they know most citizens of Kansas City are happy with the airport's present terminal configuration and don't want to pay more in airport fees and ticket prices for a new, less convenient one.

It is in that spirit of concern for the public's interest, and what's best for the city itself, that I request to present to you and your committee an alternative transit plan to the city's streetcar venture.

This alternative vision, for a citywide multimodal rail-based transit system that would utilize Union Station as a central hub where the rail and bus lines flow together, is embodied in a new transit initiative petition soon to be circulated among the Kansas City electorate.

This initiative represents the only legitimate challenge and alternative plan to the city's push to upgrade Kansas City's transit system around a downtown streetcar system.

Like the city councils sensible approach to the airport controversy, I hope the council and you are equally open to being as informed as possible before deciding which transit vision is best for Kansas City.

I request to make this presentation as soon as possible.

My credentials:

1. Degreed electrical engineer with many years experience researching and designing transit systems for Kansas City.

2. The only one to convince CITYWIDE voters (2006 election) to approve a rail-based transit plan.

  5. Mr. Reed I believe will be receptive to listen and weigh the proposal. He spoke several years ago to our campaign volunteers about the funneling of tax supports away from education and development in the neglected districts. When Honeywell, Burns&Mac, and Highwoods plus others were granted funds from the public's treasury, Jermaine and Sharp questioned those levels of generousity might be factored into continued underwhelming investment for urban citizens. Zero sum, yeah, it's real. Really.
