MUST READ!!! KANSAS CITY COUNCILMAN QUINTON LUCAS EXPLAINS OPPOSITION TO MAYOR SLY'S EAST CROSSROADS PLAN!!!
Over the past couple of week we've been talking about the Kansas City's East Crossroads plan and it's interesting to note that this is the FIRST sign of a divided council and a very close vote.
Even better, we notice that opposition to this plan was led by the East side leaders while it was the Mayor's pro-development team pushing the deal.

3rd Disrict At-Large Councilman Quinton Lucas: "I love the Crossroads area as much as anyone on the council and I believe I reside closer to the Crossroads than anyone on the Council. I spoke against the proposal because the urban renewal area plan (which provides tax abatements in the subject area) had an eastern edge of the Bruce R. Watkins Expressway, cutting off a portion of the East Side and some neighborhoods adjacent to the expanding Crossroads from the urban renewal area. In particular, intersections like 19th and Troost, which need strong redevelopment tools like an urban renewal area are excluded from the plan. This is despite their extremely close proximity to incentivized areas literally across a bridge. Advocates for the plan explained to me that the highway acts a barrier. That may well be the case, but we've seen development and planning, such as the recently-approved hotel, cross once-rigid highway barriers. I understand market dynamics and the aversion by some private interests perhaps to develop east of 71 or Troost, but I don't think our municipal public policy should contravene our long-discussed goals of limiting the impact of traditional barriers such as Troost Avenue or 71 Highway . . ."

He doesn't seem too upset about taking a loss on this one but but divided council and a bit of debate and explanation is a GOOD SIGN and something that hasn't been seen from the city council for quite a bit.

I give him extra points for offering well thought out responses to the developers perceived objections. We are so accustomed to nothing more than rhetoric without any action or purpose other than to pretend to be doing something. Reed, are you watching and learning?
