Kansas City probably hasn't solved the problem of homelessness. In fact, we're guessing that maybe the count was off because so many hobos were at coffee shops and the library or indistinguishable from some of the more authentic local hipsters. Population may be at a three year low if you account for the fact that Kansas City has been harassing the homeless. Just because they're hiding from authorities doesn't mean their not in plain sight. Kansas City is just retarded. They will celebrate just about any fictional story.
