On Friday, the Economic Development Corp. of Kansas City's board received a report [PDF] that linked the under-construction, 2.2-mile streetcar line to more than $609 million in private development and the creation of about 1,500 jobs. However, the report didn't collect data on all eligible projects in the streetcar's transportation development district (TDD), and the report didn't consider the role of development incentives.
The four-page report was written by "NAUGHTY NEAL", a doctoral student at the University of Missouri-Kansas City. Wilson said he performed the study as an independent contractor. He declined to say how much he was paid.
Even Kansas City local gov is forced to be fare more conservative with their projections . . .
"According to Kansas City, about $242.9 million worth of development projects inside the streetcar's transportation development district are permitted or in the process of receiving permits from the city."
Sadly, most of that is supported by TIF and other incentives as well.

In fairness, it's far too early to tell if the Kansas City toy train streetcar has been a success for anybody but developers, politicos and their paid consultants.
There are still a great many empty storefronts on the Kansas City streetcar line, voters overwhelmingly rejected plans to move forward and most are skeptical that the project will deliver much of what its promoters promised.

On a practical note we are between a rock and a hard place. The projects have already started, do we just throw this away or do we drop even more money to make this starter worthwhile? It reminds me alot of the Affordable Care Act and state medicaid expansion. Do we take the proverbial bill and expand medicaid (expand the street car), or do we stand on principle and refuse to throw more money into the pit (let the streetcar die and piss the money we have spent away.)

ReplyDeleteThere are a number of ways to maximize our investment along the 2.2 mile starter line, but streetcar supporters are more focused on lying to us and expanding the streetcar line.
First of all, 3:33 and 4:24, does anyone tie your hands and force you to read TKC? (And what is misogeny?)
ReplyDeleteSecond, I was on the streetcar route (riding the MAX, which, contrary to the merry hipsters, IS transit), and what a fucking mess. Even when the streetcar is done, Main will be much narrower because the streetcar will take up at least one lane.
Oh yeah. That's what we need all right. No wonder they were so anxious to get the TDD passed and Phase II funded before people were able to see what we're buying. There is no way people are going to want to put up with that mess in their neighborhoods.

ReplyDeleteThe streetcar construction is rerouting buses. The southbound MAX has to turn left onto 20th St. with no light. Is this the city's way of screwing with the best transit this city has so they can say, "Oh the streetcar will be so much better?"
