During the pow wow King Sly James announced an aggressive four step plan to put KC bureaucrats on the moon, annex, condem and build a new shopping destination called moona-arsa. The enterprise tax zone should eventually yield billions in tax revenue according to the city managers office. Local Democrats were elated over the idea.
