    Resolution # 140691 MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF KANSAS
    CITY, MISSOURI AND EAGLE POINT/AB APARTMENTS LEASING
    WHEREAS, in 2013, after years of complaints from some of the City’s neighborhoods
    and residents that certain properties in the Armour Boulevard Corridor were blighting their
    communities, the Planned Industrial Expansion Authority, at the request of the City,
    commissioned the Planned Industrial Expansion Authority to conduct a study to determine
    whether the Bainbridge, Georgian Courts and Linda Vista apartment buildings created a social
    blight in Kansas City; and
    WHEREAS, officials of the parties to this memorandum have been meeting for several
    months to try to remedy the issues brought to the City’s attention; and
    WHEREAS, the Parties have reached the conclusion that the blight study will not achieve
    the effect hoped for by its proponents, and other methods may have a more lasting, positive
    impact on these communities; and
    WHEREAS, the City believes that the owner of these properties, Eagle Point/AB
    Properties (hereafter “Eagle Point”) has continuously improved its properties through its physical
    renovations, and through its provision of social services and security at the properties; and
    WHEREAS, the City wants to provide additional social services for the residents of the
    Eagle Point properties, as well as to residents of other low income properties, and to provide
    additional security services for the Armour Boulevard Corridor and neighboring areas; and
    WHEREAS, the Parties want to open the channels of communication among the Parties
    and other stakeholders to devise methods and solutions to improve the lives of residents on, and
    surrounding the Armour Boulevard Corridor;
    NOW, THEREFORE, the Parties to this memorandum agree as follows:
    1. That the Parties will convene a meeting(s) of all interested stakeholders, with a
    neutral facilitator, to discuss these issues. Invitees to this meeting will include representatives
    from the Hyde Park neighborhood, representatives of the tenants in the Eagle Point properties,
    representatives of the Police Department, and representatives from each of the Parties to this
    memorandum.
    2. That the City will work with the Housing Authority of Kansas City to jointly
    contract with a social services provider to provide services to the low income multi-family
    properties in the City, including the Armour Boulevard properties, which services will include
    referrals to other agencies for residents in crisis, assistance in finding employment, tutoring and
    other educational solutions for the children living in these properties and assistance in finding
    permanent, stable residences.
    3. That the City will work with the Police Department to provide a police presence
    to deter and reduce crime in the Armour Boulevard Corridor, which will include the staging of
    police officer(s) in the lobby of the Bainbridge. The hours and extent of this presence will be
    determined by the Police Department. 8142393.8
    4. That Eagle Point will provide an adequate area for the police staging referenced
    above, in a visible location in the lobby of the Bainbridge.
    5. That the parties will supplement this memorandum with any additional ideas
    mutually agreed to by the parties to this agreement.
