As much as Cauthen sucked, he ended the old school patronage system. His failure was that he was influenced by black, incapable, women.

Insider appointment on Monday.

It would really be ham handed for someone to leverage a political board appointment to the fully paid staff position.

On the other hand, that's how things roll here.

So an unelected appointed board meets in secret to hire an employee who will be paid by and is assigned to manage an operation that is paid entirely by taxpayer money.
And no one says a thing.
The sheep in KCMO are getting exactly what they deserve.
