Rex Archer for the failure to keep pool inspections a real city hall function. Poor thing, he is so lax in his duties and his second in command is a boob.
But then again, council has allowed terrible service from the health department to continue for years.
Don't go swimming in Killer City. It may make your dick shrivel up and fall off.
