Stop and Frisk in New York City is controversial but there are some people who swear by it.

Here is why it would work according to Insiders:

- There is now a pattern of African-American American teens on the Plaza carrying guns. Some "strident" Kansas City Insiders claim that PROFILING these Plaza patrons is now a question of violence prevention.

- This would certainly cut down on teen traffic because nobody wants to get frisked.

- While TKC DOES NOT ADVOCATE this policy . . . I can see the (twisted) logic and it works perfectly.

- TKC compromise . . . Stop and frisk a wider variety of teens. Violating the rights of younger people is a Kansas City tradition!!!

What's clear is that this problem isn't going away and, in fact, it's getting worse.

"There is no traffic at night on the Plaza these days. Many people who have dined and shopped the Plaza in the evening now go in the morning's if they go at all. The local Plaza residents will not provide enough revenue to keep the Plaza alive. Look at the tenants that are leaving. One bar Plaza bar owner, who the bear has been friends with for quite some time says he is day to day. He has almost no night business as people are afraid to come out to the Plaza at night. Winter or summer. He lays blame directly at the feet of Cinemark. Prior to Cinemark, this wasn't a problem. Ward Parkway went thru the same problem, and it was the movie house at the heart of the problem."

Until these states change the model from punishing a juvenile years later as an adult to swift and intense punishment that force a kid to either rehab or fucking sink, there will be no change in the course of this city.

This is not, in any way, some harmless phenomenon, there are injuries, both in blood and money which impact us all.

    Lumping in “traffic issues” with a 14 year old, in PF Changs, on a busy weekend, with a loaded Glock, seems to me, to draw a straight line reference, from one offense, to the other offense. Reasonable folks, would, in my opinion, have to play it safe and assume that a loaded Glock in PF Changs, implies criminal intent. How close did this city come to a different headline in TKC, but for luck?

    There is no doubt, that sub human behaviour, defies predictive analysis. But lets try. Pretending, after all of the unabiguated evidence to the contrary, that these “Flash Mobs” are dancing in the streets as pictured above and are innocent of the charges leveled, is personally dangerous and bad public policy which, if followed, will leave still more citizens in harm’s way. These “Flash Mobs” have proven to be inimically disposed to not only Plaza patrons, but the police. There is, categorical evidence that the repetative destruction wreaked on a city by “Flash Mobs” can be devestating for the victims.

    “Get to the parents…” Sanchez demanded. “Track down every adult who was in any way responsible for that child’s access to the gun. Prosecute them if possible.”

    Ms. Sanchez, may be grasping at straws, but who can blame her? I think we all know, that panaceas come and go and are, by definition, ultimately dependent on simplification. That said, her (Sanchez) point about tracking down the parents is a good start. Some city officials have called for merchants on the Plaza to kick into a fund to provide entertainment for “Flash Mobs” so they wouldn’t tear up the city, perhaps they should all kick into a fund, that sues the sh*t out of parents who find their children in custody on the Plaza with Glocks. Unctuous rationalizations of violent behaviour has not and is not helpful.

    By the way, here are quotes from the KC Star during another “Flash Mob” incident, on the Plaza, on Easter a couple of years ago. The use of “Social Media” to organize this gathering of “youths” is mentioned.

    “A growing number of youths had begun loitering on the Plaza in recent weeks with trouble erupting Easter weekend.

    Police estimated 300 to 500 youths gathered April 3, caused fights and displayed gang signs. Police used pepper spray to break up several fights. Officers arrested a 17-year-old in a car with a gun.

    Police said they also learned last week that youths were using social media Web sites to organize and encourage friends to gather Saturday night on the Plaza. They heard Saturday morning from some area high school officials that there might be trouble on the Plaza.

    The department sent additional officers to the Plaza about 6 p.m. Saturday to break up any gatherings of youths before they got too big. But as the night went on, the crowd of kids, mostly ages 11 to 17, swelled.

    Then about 200 to 300 juveniles left the theater and were joined by other youths who were either dropped off by parents or arrived by bus.

    Fights and stampedes

    Fights broke out, youths stampeded down the streets, and groups blocked entrances and exits to businesses, police said. A 16-year-old girl suffered abrasions when she was trampled during one stampede.

    At Pennsylvania Avenue and Nichols Road, the Grandview couple, in their 20s, said a group of 15 young males accosted them and knocked a cup of coffee out of the woman’s hand. The juveniles hit the woman, knocking her to the ground. They stole her purse and kicked and punched the man until the woman threw herself on top of him to protect him. The man suffered minor cuts and swelling, police said.

    People could not walk down the sidewalk, and traffic could not flow because of the crowds. The horse carriage ride that operates on the Plaza had to shut down.

    Police arrested a 15-year-old boy after he lifted up his shirt and showed what appeared to be a gun to various teenagers across the street with whom he was arguing. Police recovered a toy gun from the boy’s waistband.

    Some youths grabbed flowers and tried to ruin landscaping, police said.

    Police said a large fight broke out in the Winstead’s parking lot and officers found a teen lying on the asphalt with a large bruise to his forehead and side of his head. He could barely speak. They think the victim was hit in the head with a pipe.

    In addition to the crimes police observed, they received about 35 calls for help, mostly for disturbances and fighting.”

    Denying the overwhelming empirical evidence, which is consistant throughout the US, of who participates in these “Flash Mobs” and the damage they actually cause is conterproductive and pernicious with respect to the safety of citizens, but, unfortunatley is consistant with the philosophy that brought us all to this

  21. Stop & Frisk us not something mandated by some mayor. It was authorized by the SC in Terry vs Ohio back in the late 60's. It basically says that an officer's training and experience may suffice in stopping and frisking a person when the officer reasonably suspects that the individual is concealing a firearm (fruits,etc.). Police may use the doctrine, but the problem is they need to be right or the argument becomes that if training and experience is sufficient to justify then stopping and frisking then why is an officer doing so much frisking and turning up little to nothing?. ...a bit of a double edge sword. So, stop and frisk already exists by court mandate. The dumbest thing a city can do is write an ordinance telling officers to do it. If an officers training and experience leads him he WILL do it and he doesn't need permission form some jackasss at city hall. A city ordinance can not satisfy the requirements by osmosis. The appropriate circumstances either exist or they don't.

  22. The simple solution for most of us who USED to enjoy the Plaza is to simply avoid the area. Let gullible tourists get shot and beat up down there. Locals are now more savvy. The chain restaurants are getting more numerous, the really quality shops are looking to relocate elsewhere. Hey Google: put this on on your search "Kansas City Plaza Dangerous" - Google picks up every comment made here. And Google could be doing Kansas City Tourism a big favor by warning tourists to stay away if they value their safety. Put that in your PR pipe and smoke it, Mayor James.

Yes, there are some fight but relatively few compared to how many liquored-up people are in the streets. It's because the cops have the authority to thump heads if you are dumb enough to fuck around there. You can do almost anything there, just don't get in a fight. If you do, be ready for a few large horses with cops to show up and kick some ass. Our police force NEEDS that authority. The thugs get away with what they know they can get away with. Ticketing their worthless "parents" isn't going to stop anything.     The stop and frisk has been done before, look it up. Ask any cop who has been here for almost 15 years and they know. It is a good technique to get crazy off the street and away from weapons. There was even a fancy dancy journal article written about it. They had to pay some overtime, but got a whole lot of illegal guns off the street.

    Sly and his family stone won't help the police or the plaza merchants or anybody else.

    KCMO PD has my support. They do not have city hall's support. The po-po have to play reindeer games with bow ties that scream racism.

    Well, I have a newsflash for you. The po-po around here hate everyone. Their badges weigh a ton. They are really into themselves. It doesn't matter any of that social stuff, they are mean. They have been mean since the late 80's. Usually a bunch of white frats and sorority people having a good time. The views are nice and Pat's has Loyola chicks everywhere. I look around and see no black people in the FQ. It's easy to talk if you don't have to deal with the black problem. KC definitely has a black problem.

What brought crime down sharply in NYC under Guiliani and Bloomberg was that those mayors told the cops on the beat that if accused of misconduct they would get due process--not the sort of "Kangaroo Court" justice that took place under the direction of Al Sharpton in the Tawana Brawley case. No, we do not need "stop and frisk" to save the Plaza: What we need is for the city's leaders to state clearly and unequivocally that they will see that all KCPD officers accused of misconduct get due process--not the "Kangaroo Justice" that was displayed in the Salva tragedy. No one can deny this. It is a fact. If law enforcement are not allowed to fix the problem then the problem will not be fixed. I know this is uncomfortable. But teenagers have and always will be bored....poor or rich. The difference is that every other demographic would not allow their kids to contribute to the problem while I have witnessed African American parents drop their kids off at the Plaza on a Saturday might like it is a daycare drop off zone. Once the Placa is list nothing will save KCMO including a streetcar. This is our...and by our I include African Americans...last stand for KCMO.
