  15. Why anyone should be the least bit surprised is the real question.
    KCMO doesn't actually have a municipal government with activities and responsiblities like public safety, repairing streets, and all the other things actual cities do for their residents. It's just a group of elected and appointed folks who supervise the public till like an ATM machine, subsidize anyobody with a pulse if they promise to build something, give money without any criteria or accountability for results, pander to every little self-defined and aggrieved interest group and tell them they'll get their fair share, and use their positions to look out for themselves, family, and friends.
    You'd think in a city with 464,000 residents there would be some people who actually got involved to try to contribute to their greater community. But folks like that don't know "the game", don't kiss the right butts, and might actually have some ideas about local government, so they'd never make it to office.
    Thirteen elected people in city hall and just four residents appointed to the police board, and this is what you get over and over again.
    No wonder KCMO is lucky to get double digit turnouts on election day.
