Last week Dr. Ernest Evans wrote an EPIC missive that resonated throughout Kansas City and sought to thoroughly examine the topic of crime in Kansas City . . .

It's obvious that the article even inspired some dead tree media newsies to try and do their own research.

De-Policing in NYC 1987-1993: A Warning For KCMO

In some of my memos on KCMO crime I have referred to the "de-policing" that took place in NYC in 1987-1993.

The initial cause of this "de-policing" was the Tawana Brawley case of 1987-1989--this "de-policing" was reinforced by the election of David Dinkins as Mayor in 1989-1993; fairly or unfairly, Dinkins and his police commissioner Lee Brown were considered hostile to the NYPD.

Initially, the NYC "de-policing" only impacted the black neighborhoods of the city: In the aftermath of the Tawana Brawley case, out of sheer self-survival, the NYPD abandoned their duties in the black neighborhoods of NYC out of fear of being accused of racism--violence in these neighborhoods exploded in 1987-1989.

By 1989, however, even before the election of Dinkins as mayor, the impact of "de-policing" began to spread to the rest of the city: As reflected in the Central Park jogger incident in April 1989 and later the Crown Heights riots of August 1991, the city began to see a surge of crime in areas of the city previously unaffected by the "de-policing" set in motion by the Brawley incident and reinforced by the Dinkins term as mayor.

This brings us to the Plaza crisis in KCMO. While the situation is still developing, the current crisis over violence in the Plaza area of KCMO may signal the danger of the "de-policing" that has plagued the black neighborhoods of KCMO since the spring of 2008--leading to a major violence surge in these neighborhoods--is starting to spread elsewhere in the city.

Now, with apologies to V I Lenin, the question is: "What is to be Done?" What stopped the explosion of crime in NYC was the election of Rudy Guiliani as Mayor of NYC in 1993. Contrary to myth, Guiliani did not bring down the crime stats by adopting a "Dirty Harry" approach to crime. He knew that such an approach was neither necessary nor morally justifiable. What Guiliani did was what the political class in KCMO needs to do: He told the cops on the beat that he would make sure that if accused of racist misconduct they would get due process. This simple promise ended the nightmare that all races in NYC had been living for years.

This includes neighborhoods, business, entire cities!! (Detroit, Cleveland, Atlanta, KANSAS CITY, etc.) No, you must avoid niggers at all costs and if non-policing of their "hood" is what they want, fine.

He lost all credibility here. 6:02, there has always been an east patrol station, they are building a new one. People didn't want to lose the homes they'd lived in for decades, which the did in the end anyway. Same advice to you- read the paper and when you do, go past the headlines

  6. The KCPD has been de-policing for as long as I have been in KC. They simply write tickets and ignore crime. I personally watched as they let kids walk away from a wrecked stolen auto.

  10. Westport trucky... until you walk in a patrol officers shoes and dealt with the claims of racism for just doing your job... shut up. It is just like if I come to McDonalds and you give me soggy fries, and I claim you did it because of my race. It has become all to easy to blame the cops for you getting caught doing something you shouldn't have been doing. After seeing other officers get fired, unpaid days off, and sued for just doing their jobs, self preservation sets in and you do the bare minimum your job demands of you to get by. But also, the vast majority of officers go out there, work their asses off, and put away as many criminals as possible. Instead of looking at the officers as the problem, look at Jackson County judges who let people off on Robbery, Assault, and murder with absurd and light sentences. I dont want to fill the prisons with people who dont belong there, but if a person is a community problem, has double digit felony convictions, and the judge gives him 2 years prison for Armed Robbery, but only makes him serve 120 shock time and the rest on probation... then the judicial system is the problem.

Jim Rubenstein shot that black animal 19 times in Midtown. He responded to a officers call for help, a black criminal in cuffs, on PCP, broke the cuffs off took two 38's in the chest and was still coming forward when Sgt Rube dropped 19 on his black ass. Needless to say, the black ape is now dead and Sgt Rube is still on the job or was a few years ago. This happened back in the early 90's when KCPD had cops with balls and backbone. Maybe you should either quit or man up and stop being a fucking wimp. I see why firefighters whip the shit out of you pussies.

    As we've chastised you repeatedly in the past for your multiple errors in logic and reason, in this instance, let us summarize your post with a single word...REGURGITATION.

    Yes, dear readers, if it's from Dr. Evans, you know he WON'T be talking about Kansas City.

    So if NOT Kansas City, what is he FIXATED upon and REPEATING AGAIN FOR THE Nth TIME? Well, NYC, DE-POLICING, TAWANA BRAWLEY, RACISM, etc., of course!!! And it just wouldn't be an authentic Dr. Evans post without including some irrelevant quote from a historical figure. Lenin is offered up for sacrifice on this occasion. Dr. Evans is an obsessive compulsive thinker extraordinaire, who is apparently not receiving treatment for his malady.

  20. many of you don't know what "stop and frisk" even means.

    cops have have had the confirmed legal authority to "stop and frisk" since the supreme court decision in Terry v Ohio in 1968.

    that being said, it doesn't mean you can stop and frisk anyone at anytime.

    NYC operates under the exact same principles as every other police officer or department.

    You can stop and frisk when you have reasonable suspicion to believe that the individual is involved in criminal activity AND have the reasonable belief that the individual is armed.

    basically it all comes down to how the officer is able to articulate his suspicions. and that is a matter of training and experience.

    but stop and frisk is no magic bullet.

    Dear Anonymous 1:01: Thanks for sticking up civilty and decency!! A couple of the posters mentioned the fact that the five young men convicted in the Central Park jogger incident were innocent. All too true--it was a terrible miscarriage of justice; brought about by the by now familar mix of media sensationalism, community fear, and irresponsible, manipulative politicians.This case should serve as a reminder to all of the importance of everyone getting due process--the people who sought to deny due process to those whom Tawana Brawley claimed victimized her ended up paving the way for the railroading of these innocent young men. But, and this must be remembered, this incident was real: A young woman was brutally raped and beaten within an inch of her life; she was in a coma for several weeks. So, this incident was fundamentally different form Tawan Brawley's made-up claims. Finally, for my good friend who calls himself "The Prophet": Years ago, during a Ku Klux Klan march in his hometown, my Grandfather stood by the side of the road and shouted at the masked Klansmen: "You are a bunch of cowards afaid to show your faces." You hide behind anonymous comments the way the Klan hides behind masks--why don'y you tell the city your real identity?
