Remember the famous quote from Carol Coe - If he stole the money he deserved it. Seriously most small cities have these people who always want to be in charge. They spend so much time meddling in everything that they don't make a living. Then when the bills come due they find a way to feed off the city. Probably in their own twisted minds they feel they deserve it.
