    JOCO already did the wifi. I would have thought KCMO would have done that a long time ago. How come JOCO can get its act together much better than KCMO on so many issues?

    If you have some free time, take a moment to try to discuss ideas and public policy with Jackson County legislators and KCMO councilmembers,and then with Johnson County Commissioners, and some other local elected officials in JoCo.
    The answer to your question will become abundently clear.
