    Hey, the water department is spending ONLY $12 million on a no-bid consulting contract to improve their customer service. You can't expect decent results for that little money!

    I guess Tom Schweich has no intention of saving Kansas City people from the Kansas City machine. Sad, really. He was our only hope.
