RESOLUTION OF THE BOARD OF DIRECTORS
Jackson County, Missouri Translational Medical Research Half Cent Sales Tax
WHEREAS, the Citizens Association by its Articles of Incorporation, Sec. 8, is a nonpartisan political organization established for the purposes of supporting the election and appointment of qualified public representatives for the Kansas City community, advocating policies with benefits for the community and fostering civic consciousness and pride and willingness on the part of our citizens to work in civic activity; and
WHEREAS, while the proposal for use of the proceeds of the half cent sales tax is complicated and would benefit from an extended community discussion before being presented to the voters, it nonetheless appears well planned and considered and, further, is certainly intended to benefit the citizens of Jackson County, Missouri; and
WHEREAS, notwithstanding such civic generosity and merits of the proposed translational medical research plan, the means of funding the plan, namely, a half cent sales tax for a period of twenty years, is a separate issue for serious consideration and, in that regard, the Board notes the regressive nature of sales taxes and their disproportionate impact on families of modest means; the high level which combined sales taxes have reached in Jackson County and the Kansas City metropolitan area; and the competing, legitimate needs for other publicly funded services, infrastructure and facilities, all of which warrant the careful and limited use of sales taxes to matters which only local government can fund, for example, basic municipal and county services, infrastructure and facilities which, in turn and in the long run will strengthen the economies of Jackson County and the metropolitan area, making them desirable communities in which to live, work, play, study and visit;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Citizens Association of Kansas City, Inc. that, after thoughtful consideration, it respectfully opposes the proposal for the Jackson County, Missouri half-cent sales tax for translational medical research and recommends to the members of the Association that they vote accordingly on Tuesday, November 5, 2013.
