  3. I wish NIMBYs would realize that a city council really has limited ability to stop development in areas that are already highly commercially developed.

    There is ample case law in Missouri to show that the city would have a tough time defending a denial based on traffic concerns along the M-150 corridor or declining property values in Lee's Summit. And this probably explains why Walmart sent an attorney to every meeting, and why the council rescinded its initial denial in such a hurry.
