Does this pretty much involve telling people where not to park and what not to leave visible in cars?

Anyone caught breaking into a car will be given probation if they are even prosecuted. What's the deterent?

It would be nice if law enforcement would just come out and investigate. For years, if you call about a house or car breakin, you will be advised by the KCPD that you will need to "walk in in" if you need a report for your insurance company.
It is kinda like a Snow Emergency, except it is 24/7 every day.
