This won't work. You have to change the DNA of the black hood rat, which is next to impossible. As long as getting an education is seen as Uncle Tom-ish, having kids you have zero intention of having anything to do with, value material possession over everything (and not working for it but committing violence to get them), do not view prison as any kind of deterrent, and general reliance on the white man and the social system for survival, they will never change. A part of them tried in the 70's but that has dramatically dropped off and they have long since peaked as a people as far as productivity. In 500 years we will be saying the same things about them while they are still on the bottom rung of society's ladder.
