JACKSON COUNTY NEW BUT STILL EMPTY ANIMAL SHELTER HOT MESS CONTINUES!!!

KMBC notes the reality of a local animal shelter delays that still haven't featured any significant comment from Jackson County Legislator Denny Waits: "The new Jackson County Regional Animal Shelter is ready to go, but it has yet to open after a series of delays . . . "Jackson County wants to hire the Great Plains SPCA, which has experience operating no-kill shelters. Independence, which will pay the costs to run the shelter, may not have budgeted enough money for the extra expenses involved in a no-kill operation."

Why should Independence have to foot the bill for a group that gets to claim 501c3 status? Why isn't the cost shared between Independence and Jackson County? This makes no sense.
