The political elite in Kansas City, MO have started to take notice of a law enforcement official in a nearby town who has been exceptionally busy this year.

Accordingly . . .

GARDEN CITY, MO POLICE CHIEF THOMAS R. ALBER HAS BEEN MAKING A GREAT DEAL OF PROGRESS ENCOURAGING RESIDENTS IN HIS COMMUNITY TO BECOME ACTIVE PARTICIPANTS IN COMMUNITY POLICING AND HIS EFFORTS HAVE RESONATED IN KCMO!!!

Let's take a quick look at Chief Alber's accomplishments and activities throughout the year. Check it:

This year Chief Alber has been appointed to the Kansas City Neighborhood Advisory Council.

He started the year with a noteworthy appointment to the Healthcare Foundation of Greater Kansas City.

Chief Alber has been instrumental in bringing the International Crime-Free Association Conference back to Kansas City in 2014,

Also this year Chief Alber notes ongoing progress from the Garden City Police Volunteers In Police Services (VIPS) which has increased activity and added members.

And best of all . . .

CHIEF ALBER IS ONE OF THE ONLY LOCAL LAW ENFORCEMENT DUDES TO EARN AN ACTION FIGURE WITH KUNG-FU GRIP!!!



On the topic of the upcoming International Crime Free Conference, Chief Alber seemed exceptionally excited.

"The conference is really a great opportunity to bring important resources and training to Kansas City," Chief Alber said. "It has been a great success in helping to make rental property safer and encouraging landlords and tenants to participate and cooperate with each other in order to create a safe community."

"The Crime Free Programs consist of three-phases that are completed under the supervision of local law enforcement. The cornerstone of the Crime Free Programs is the partnership between law enforcement and the community working together to prevent crime. Law enforcement coordinators are certified trainers of the Crime Free programs and will provide the initial program training and property survey. Property owners and managers make the commitment to learn and apply the Crime Free Programs to help keep illegal activity off their rental property. This combination of resources has proven to be be successful in fighting crime."

Even closer to the Chief's heart seems to be the work he has done in Garden City to mobilize residents. The Garden City Police Volunteers In Police Services (VIPS) is a community policing effort Chief Alber touts.

"What we did is simple: We took the people who were complaining the most and offered them an opportunity to participate in a solution," the Chief explained. "What I've discovered is that in working with the community and engaging residents, there have been a number of creative solutions to crime and neighborhood issues that have arisen on their own."

The Chief advises that his VIPS program hasn't just helped with law enforcement but also worked to create several volunteer opportunities. Of note to TKC Readers, Chief Alber emphasizes:

"Yes, I'm absolutely convinced that Kansas City, MO could make a program like this work, by encouraging even greater community participation among the most engaged residents."

The Chief notes that the strength of his VIPS program is that it doesn't have to be implemented on a city-wide scale and could start in any local patrol division.

To that end, Chief Alber has been talked quite a bit to Mayor Sly James and Chief Forte to start a Volunteers in Police Service Program for KCPD.

"Every chance I get to talk with the Mayor or Forté, I'm pushing this program and hoping the KCMO will look at the success we've had in my community."

So, expect to see more of Chief Alber in Kansas City as we start a new year hoping to try something new to curb crime in Kansas City, MO.

  1. There is nothing new in what Albers is proposing. Albers, who is a former KCPD Officer, who was hired as the Police Chief in Garden City, MO, has just taken KCPD initiatives and implemented them in Garden City. In the case of the Crime Free program he didn't even rename the program. The "VIPS" program is what KCPD refers to as the Police Auxiliary Volunteer Program.

    The difference is that Albers has been able to get some buy in from the community in Garden City. Is it any wonder why? I mean Garden City hardly has the level of crime that KCMO deals with. The demographics of Garden City are also considerably different than KCMO. The racial makeup of the city was 97.4% White, 0.2% African American, 0.9% Native American, 0.2% Asian, 0.4% from other races, and 0.9% from two or more races. Hispanic or Latino of any race were 1.7% of the population. In the urban core of KCMO, where most of the crime is occurring, the population is predominately minority. Minorities have traditionally had a distrust of law enforcement. Many in Kansas City are disenfranchised with the service they are receiving from KCPD and they do not trust them (who can blame them). Consequently, they refuse to cooperate with KCPD.

    I'm happy that Chief Albers is enjoying a level of success in his rural community. However, touting the same old song and dance in Kansas City, for programs that are already in place, isn't likely to succeed. At least those programs won't succeed if the citizens aren't willing to buy into the concepts in this community. Until then, giving the same old song and dance is just going to get you the same old results.

  16. Let me get this straight. He's the "Chief" of a 7 man department in the middle of nowhere Missouri. They have 3 police cars and he knows how we should police our city? When was this guy a cop in Kansas City, and does anyone remember him? He talks to Forte' regularly? That's more than most of his own staff, and most sergeants on Kansas City can't say the same. I would bet that the sergeants in Kansas City supervise more people than the entire staff of the township of Garden City.

    All of a sudden he's an expert in policing the urban core...What the fuck ever. Another self made expert.

    Here are just a few facts about Tom Alber that Tony didn't mention.

    Tom is a decorated, retired officer from both the Marine Corps and the Army.

    He has served in multiple foreign conflict zones and also served as an intelligence officer in PsyOps.

    He and his family have lived in Kansas City or a suburb for over four generations.

    Yes he does speak with the KC mayor and police chief frequently as he brings much information concerning matters pertinent to city situations.

    He is no way trying to make a name for himself. Any accolades are from actual PERFORMANCE not just talk as so many of you appear to be.

    As far as the action figure, Chief Alber was in no way involved in that product development.

    Perhaps his many years of law enforcement experience in both the military and civilian settings make him a man who is worth talking to.

    Not a single fact that lead anyone to believe he knows anything about policing in an urban environment. I am sure that he is a great guy, but just how much time has he spent in an urban combat zone. KCPD has lots of officers that spent many tours in combat zones, but that doesn't make them qualified to lead a police department. We have retired senior command level officers from all branches, but that isn't the type of leadership wanted by this command staff.

    In fact, not a single major or above ever served in any branch of the US armed forces. Only 4 or 5 captains have ever served, and they will never be promoted on this department. We haven't had a military leader in a senior command position for almost 20 years. Many of our best leaders decide never to take the captain's test as this department has no idea how to lead from the front..."Follow me" will never me a mantra uttered by our leaders. Our leaders choose to lead with the rank on their collars (positional authority), not the authority gained by knowledge, training, experience, behavior, values, treatment of others and morality (personal authority).

    So, before you speak of malcontents, do some of your own thinking. This department is rotting from the inside out, and the worms are the command staff.
