Without question KCPD Chief Forté is undergoing more than a bit of pushback in his effort to make drastic changes within the Kansas City's Police Department.

Some insiders note an "outright rebellion" but also advise that there is a respect for the office of the Chief that prevents a lot of tough talk from gaining momentum. At the end of the day, it's important to realize that these reports of interdepartmental turmoil are taking place among a group that's dedicated to protecting Kansas City - Albeit using different methodologies.

Nevertheless . . .

TWO RECENT INITIATIVES TO CHANGE LONGSTANDING LOCAL POLICE RULES FROM KCPD CHIEF FORTÉ HAVE CREATED A GREAT DEAL OF CONTROVERSY!!!



Now . . . The Chief has explained these initiatives in his many public talks but there hasn't been much reporting on the ensuing controversy and reaction from folks opposed to the changes.

First . . .

CRITICS DON'T BELIEVE THAT CHANGING THE RULE PROHIBITING KCPD OFFICERS FROM ASSOCIATING WITH KNOWN FELONS IS A GOOD IDEA!!!

At a recent form for the Latino Coalition, KCPD Chief Forté explained that the rule has thwarted efforts to do effective outreach in the community. Meanwhile, others suggest that a more through study of the impact of changing this rule is appropriate given that is part of protecting against any corrupting influence.

Secondly . . .

ONCE AGAIN TALK OF DROPPING THE RULE AGAINST KCPD OFFICERS WORKING FOR DIRECTLY FOR BARS IS BACK ON THE TABLE!!!

We've talked to more than a few local club and bar owners who favor this policy change. The Chief hasn't talked a lot about it but the logic of those who support it claims that it would stop trouble before it starts . . . Again, critics of this move worry about corrupting influences and any move that might give the appearance of compromising the ethics of officers. Westport Barron Bill Nigro talks about this one all the time and favors the policy change but it's just one of his many bad ideas.

Behind the scenes, what we're seeing is a very IMPORTANT debate about the policies that govern the KCPD as we move closer to local control every day and possibly in the April 2013 Election cycle.

  2. If you want to go fishing for information, you go where the fish are and there's a tremendously effective network of communications by folks both inside and outside the prisons. And who WOULD you go talk to about what's happening on the streets? The white do-gooder ladies?
    Each year around 3000 people are released from prison and return to KCMO. Most try to get their lives back together and without any real help from either government programs or the business world. Many quickly revert to the same behaviors that got them into trouble in the first place.
    But having the police not be able to talk to ex-offenders eliminates any chance of getting even superficially into the network of information that can solve or even prevent crimes. In fact, tying into that network is exactly the concept behind Aim4Peace, who hires ex-offenders, although they use that opportunity very ineffectively.
    The real question should be, how do the police involve these folks without creating situations that suck them back into where they don't want to go.

  4. I thought the police commissioners were the policy body for the KCPD. Have they ever had ANY thoughts about how the department is run? Do they have any ideas or suggestions about how they could get east side leaders to encourage instead of discourage residents to work with the police?
    Do they even know WHAT'S going on on the street and in the department? Do the council and the mayor?
    Explain again what difference local control would make.

  5. SOS- PD can talk to felons right now without limitation.

    What the police can't do is go into business with felons, work for felons, or hire felons to work for police-owned companies, etc. Allowing the police to do so seems like a slippery and damn steep slope to me.

    But I'd still like to know what other large departments do and hear how Forte thinks that might work here.

    Thanks for the clarification about the PD being able to talk with felons. That certainly isn't made clear in the TKC information.
    There's still no questions that if crime and violence are ever going to really seriously addressed, there has to be a much greater effort on the parts of both the PD and the community to communicate and work with each others at all levels.

  11. Where is the BOPC in all of this? They have current policies that govern the PD, and the chief regularly oversteps his authority. The department has fired people for working in bars and hanging around with felons, so now we think it is okay? It's clear that the BOPC is handing the department over to the city with the assistance of the chief. I wonder what the rest of the command staff thinks about losing their identity and ability to do as they please? Thanks to the leadership of President McInerney we will have local control in 6 months.

  12. This is more about the WORKING off hours for establishments that may have ex felons and or wantabe's hanging around. The problems I saw with a member of the KCPD working for such an establishment and being subtly influenced while working off hours was despicable. It became a blot on the department. Forte may not talk about specifics but they are available.

    As far as the bar thing? I'd much rather have a sober cop behind the bar than one who is shit faced with a concealed gun like we have now.

    If you want to have standards stop the crap of beating the shit out of people on the street, being untruthful on the stand and doing the hookers instead of getting panties in a bunch over goofey shit that has little to do with ethics or integrity.

  15. There are some cities where off duty officers are not allowed to drink in any bar within the city limits.

    I feel an officer should be allowed to spend their free time the same as I spend my free time as I choose so should they be allowed to do so. If an officer is going to swing over to the dark side they will do it no matter where they are. To be honest I'd rather be in a bar with off duty cops than idiot rednecs/lowlifes who want to fight/and shoot each other all the time.

    1. Officers can drink at bars within the KC city limits. Right now policy reads that an off duty officer can not be employeed by a bar for security.

This isn't about outreach or getting intelligence or any of that other crap. Cops have always been able to do those things on-duty. How many white people are inconvenienced by not being able to hang out with felons? Not many. Hell, we've got thugs in the Academy that we're hiring now. It's just the beginning.

    The working for bars issue, again, is a black thang. This is about working for ghetto bars without having to lie and say you're working for the parking lot next door, e.g. Melvin Harvey and crew. The Chief's desire to pick his Captains, black thang; the Chief promoting Randy Hopkins, who has failed and been kicked out of assignments at every rank, black thang; having only one white male on the six person executive committee; black thang.
