Given the uptick in Kansas City homicides this town NEEDS to make sure we're keeping good police and staying competitive in recruitment. Higher salaries are the only way to accomplish this priority for public safety.
Of all the places to allocate public resources . . . The money is best spent with the KCPD.

I have no affiliation with law enforcement but I did some research and asking around and found the following:
KCPD - 1 Year Salary - $39k
KCK PD - 1 Year Salary - $40k
KCPD - 2 Year Salary - $40k
KCK PD - 2 Year Salary - $51k
KCPD - 5 Year Salary - $48k
KCK PD - 5 Year Salary - $62k
And so on and so on....
I think we need to be competitive with surrounding agencies or we will continue to lose good officers to other agencies like Independence, Lees Summit, Overland Park, and apparently KCK which all pay signficantly better than KCMO.
I did talk to one officer though who has been on KCMO for almost 6 years. He said that right after he came to the dept. they froze the pay step increases (which is apparently what this 11% is going toward) and he has been at $40k for almost six years, instead of the $50+k he should be at based on the pay step module. He said that a new recruit officer just off probation is making more than he is because the entry pay step was raised a few years ago. This officer said that nearly 100 officers have left KCPD in the last year and a half to go to other departments or jobs that pay more.
It only seems logical to pay KCMO PD comparatively with other nearby agencies as our crime continues to rise every year.
I agree, outsource! Pay them on annual contacts based in performance. Get rid if the fat belly, lazy, racist pigs who are only there because they are too lazy to do anything else other than ride around and eat donuts.
