Kansas City's Volker Neighborhood is calling out Mayor Sly James and The City Council. Best of all, we've got the documentation to PROVE IT.

We've seen this issue on blast in a few other social media outlets but it's too easy to get bogged down in the deets and lose the overall point.

Thankfully . . . Because details bore me and I'm only looking at the big picture . . . I can drill down (yeah!) and make this thing (halfway) interesting.

So, let's make it hot . . .

Longtime political watcher know that City Hall's housing efforts have been nothing less than a constant embarrassment and this latest chapter reveals that not much has changed under the new regime.

We are writing to express our deep dismay and concern over a proposed eight-unit, multi-housing development in the north sector of the Volker neighborhood at 3616 Bell Street.

An application for a construction permit was submitted to the Planning and Development Department on August 29, 2012.

Volker Neighborhood Association (VNA), in concert with impacted homeowners, bases opposition to the proposed development on the following points:

* Zoning codes revised in 2010 allow significant latitude in construction of multi-unit housing which when exercised to full extent have negative impacts on settled, stable blocks of traditional homes and housing.

* The development group, a limited liability corporation, has sought to conceal its intentions and the identities of its constituents, employing an agent who “fronted” purchase of the property and misrepresented to neighbors the scope of the project.

* Demolition of the existing house on site, undertaken over the Labor Day holiday weekend, was marked by a noticeable disregard for safety, especially safe removal of such hazardous materials as asbestos and paint containing lead.

* No consideration has been given to the impact of this out-of-scale project on existing environmental factors: low water pressure (a potential fire hazard) and limited on-street parking, especially during winter months.

* Homes surrounding the project are almost all 100 years old or older, and thus constitute a housing stock with vintage charm and historic value. Indeed Roselawn, a nearby estate with its own rich legacy, is included in the National Register of Historic Places. Imposition of a characterless, utilitarian “Motel 6” type of structure in this neighborhood would be an act of aesthetic criminality and will damage the value of surrounding properties.


The recent history of interactions among developers, property owners and VNA has been characterized by transparency and trust. Developers have routinely presented their projects to the Association for comment and have modified their initial plans in response to reasonable objections. However, both transparency and trust are absent in the present instance. Variances and conditional allowances included in extant zoning codes may ease the passage of the permit through the review process to approval. Should that be the outcome, we are prepared to request a hearing before the Board of Zoning Appeals (BZA).

Meantime we ask that you as city officials who have publicly declared your support for neighborhood preservation and stability stand with us to limit the scope of this unfortunate and misguided venture.

  3. This movement is a breath of fresh air!

    It’s wonderful to see demonstrations like this where neighborhood leaders are competent enough to recognize the present danger of rogue developments in historic neighborhoods. Volker Neighborhood Association leaders are doing exactly what they should be doing under the circumstances.

    Our wish would be that equally competent leadership would be available in the Wendell Phillips, Santa Fe Area Council, Washington Wheatley and Key Coalition neighborhoods. These types of rogue developments occur more often in and around these neighborhoods. It’s tragic.

    We feel the same way that the Volker Neighborhood does, industrial campus’ and large commercial developments in the midst of historic residential communities is disrespectful, disruptive, diminishes property values, cause more blight and increases flight from neighborhoods.

    Sly Jones has got to take off his dunce cap & bright bowtie and start working with neighborhoods. In fact, all requests for building permits should be funneled through the neighborhoods for approval or at minimum provide neighborhoods with an opportunity to debate the issue.

Sly Jones supports destroying neighborhoods, using eminent domain to do so and corruption of public officials at the demise of homeowners.

Sly James (not Jones)and the rest of the gang at 12th and Oak don't care about neighborhoods, the people who live in them, whether or not they're safe, or the streets are maintained, or the fire hydrants work, or any of the other very basic aspects of life in a First World country that are dependent on a reasonable competent municipal government.
    They do care about pleasing the swirl of insiders, special interest pleaders, grifter, hangers-on, and all the rest of the crowd who occupy city hall every day looking for handouts. And they just can't resist getting caught up and taken advantage of by the next developer with some grandiose idea, especially if they can "help" by agreeing to get the taxpayers to pick up the tab.
    And the incumbents, or people just like them, will be re-elected or elected because that's how KCMO city government works.
    The voters just gave these folks another few million bucks to sling around, supposedly for parks.
    Check back in about six moneths to ayear and see where all that new money actually went.

    Freedom Inc is a very ethical and responsible civic organization that dictates KC elections. They should be the one to appeal too for effective and competent government that respects neighborhoods.
