Horseshit. It entrenches existing CID's, with no limit on their duration and put in place by those having the means, and makes it net to impossible for any residential eighborhoods to pass CID's.

These fucking CID's go way beyond being just tax breaks. They are organizations, with PAYROLLS and EXPENSES that dwarf many small business'. This is the crime, paying for these asshole's lunches, meetings, drinks and SALARIES. Guess where the income comes from to pay this crap. Well, it's damn sure not from producing a product or doing a service. It's YOU!
