Once again the topic of Kansas City billboards is set to cause a ruckus today at City Hall.
THE TOPIC OF KANSAS CITY BILLBOARD FEES IS NOW AN EMERGENCY BALLOT ISSUE THAT GOES TO COMMITTEE TODAY!!!

"Providing for submission to the qualified voters of the City for their approval at a general election on Tuesday, November 6, 2012, the question of whether to enact a $100.00 per sign face business license tax on outdoor advertising structures . . . And recognizing this ordinance to be an emergency measure."
There is some exceptionally relevant opposition to this vote . . .
Opponents of this move note that the fee won't raise much cash, will require a new hire that will represent more expense AND make the collection process more complicated.

"The current situation is that the 2% gross revenue tax failed to get on the ballot because Jan Marcason convinced Melba Curls not to vote for this. Sharp and Reed could not convince her to vote for her district because most of the blighted billboards are in the inner city. They are mostly the small billboards. The $100 per side was a Lamar proposal at the last minute. Of course they do not want the percentage because that will increase as they raise prices for billboards."

THIS VOTE COMES DOWN TO COUNCIL LADY JAN MARCASON AND MIGHT RISK HER DECIDEDLY LOWER PROFILE UNDER MAYOR SLY'S REGIME!!!
Surprisingly, she took this issue into her committee because it relates to revenue which was an interesting power move . . .
TKC Readers might want to tell Council Lady Jan what to do . . . (Other than using less cayenne pepper in her infamous potato salad recipe) . . .
This issue is complicated and I'm not sure exactly what it accomplishes even after watching the really long and boring video . . .
While the $100 fee is a disappointment to most who wanted the 2% Billboard levy . . . This could be just a first step from City Hall in cracking down on what is a largely unregulated Kansas City industry OR . . . It's just another lame City Council effort to keep everybody happy.
Still . . . This is another controversial issue that could be decided by the half dozen people who will vote.

Lamar has more influence than billboard blight crew.
It's about enforcement. We don't even have an inventory of billboards. This is a good first step.
$100 a sign doesn't come close to insuring regulation. City Council needs to slow down and work to a more workable ordinance.
I can't imagine that BILLBOARDS and "EMERGENCY" should be in the same sentence. The "Emergency" provision seems to just be a misused ploy to cut out public comment.
Politicians who do that sneaky shit should be voted OUT OF OFFICE. They're just too clever and manipulative for public service!
I prefer public servants to give benefit of the doubt to CITIZENS INPUT, not putting the power in the hands of POLITICIANS/ BUREAUCRATS!

Here's the deal. They need a dedicated funding source if they're going to do ANYTHING.

Setting the fee at $100 DECREASES revenue currently being paid by billboard companies. Because its being done by election, the fee can only be raised by another vote. A city employee in Regulated Industries will have to be hired to administer this incredibly stupid idea.
Why is Ed Ford trying to ram this plan through as an emergency? Whose water is he carrying? Why would the anti-billboard contingent, although arguably not the smartest people at any gathering, be satisfied with the billboards paying less?
Ed Ford practically begged for votes to support his committee's recommendations, but the issue was rightly referred to finance. The way this has been handled by Ford smells rotten.
Ed Ford gets it. The anti billboard fucktards don't. There are other issues like failed great society programs that give us illiterate gang bangers that are destroying east of troost. Go cleaver go. Your community burns while your church gets bigger.
How is it that we can get this on the ballot as an emergency measure but not red light cameras ?
This is all a sham to pacify the anti-SIGN nazi's. They want to eliminate every sign in the city, including political yard signs. They're out of control. This won't do ANYTHING to make ANYTHING better, but it is the first step to outlawing every sign in the city. Pure and simple.
