The Mayor puts in a call to City Manager Troy Schulte who isn't in the office. Mayor Sly reminds the poor guy taking a message that he's the Mayor and leaves a VERY annoyed message. Somewhere else in the clip The Mayor labors out of a mini-van into a blighted Kansas City street and attempts to pin the hot mess on the decision making skills of the City Manager. Don't expect City Manager Troy Schulte's career life span to last very long if he gets into a habit of becoming a check and/or balance to Mayor Sly's free spending ways.
Even worse for Troy . . . The City Council has become Mayor Sly's rubber stamp and they're not going to fight for Troy.
To wit . . . The switch to a new City Manager would be EXCEPTIONALLY EASY for Mayor Sly and it looks like we could be quickly moving that way . . .

Why is Troy responsible for 'blight'? Which of Sly's 'blight removal' plans did Troy fail to implement?
The only time Sly cared about 'blight' was just before the MLB All-Star Game.
This carival is just like the rotating mcircus at the school district. The elected officials have no interest in and pay no atention to the actual business of governing, providing sevices to residents, or teaching children.
They give no real direction to either the city manager or the superintendent, beacuse they have no vision, strategy, or prioirities themselves. Their typical behavior is to grease palms, schmooze swells, and celebrate themselves.
Then on e day, after the super or the manager have been there for years, the electeds are shocked, shocked that children aren't learning anything or that there's no money left, or fire hydrants don't work, or there are two murders every week!
So they replace the manager or superintendent and the same sorry cycle starts all over again.
A city that works.

Shulte is one of the worst city managers ever.
I think we should discuss the option of a second toy train to fix the problem.
If Shulte cannot find funds for a basic necessity like a 1,000 room hotel he should be fired.

Sly's performance on the KCPT program as he toured around the Marlborough neighborhood was truly pathetic, but it had nothing to do with Schulte.
Nobody's accounatable for much of anything at city hall or the police department and all of that begins right at the top.
So as Sly, Circo, and most of the rest of the self-important clowns party in Charlotte and Sly brags about bringing a bunch of mayors to KCMO to discuss "urban issues", what's being done about the whole range of issues that people who live here actually care about?

Sly needs a scapegoat for his failure to address the day to day operational needs of the City and his failure to address the quality of life issues that are driving people out of Kansas City. Sly also needs justification for his strong Mayor power grab. Schulte will do fine as both the scapegoat and the fall guy.
Does the Mayor not have Schulte's cell phone number? If Sly was so concerned about getting the problems in Marlborough addressed right away (e.g. the dumping in the middle of the road that blocked emergency vehicles), why the fuck didn't he call Schulte on his cell? Maybe he didn't want to be on camera when Schulte let Sly's call on his cell phone roll over to voicemail.
Maybe Clint Eastwood needs to have a talk with Sylvester.
It is unfortunate that the mayor is more concerned with the toy ttrain, 1,000 room hotel, TIFs on the Plaza, etc., etc. than in blight. BTW, the neighborhood the mayor was touring is Marlborough, which is just east of Troost and south of Gregory. This is not an area we'd usually think of when we think "inner city."
Sly's starting to look more like give-it-away Kay every day. His house is for sale. Is he headed for Briarcliff?

Troy won't last too much longer. He's white, you know? Mayor Silverback can't abide a human in his office space, especially one with some power, even if it's just what the blacks give him.
Sly's problem isn't that he doesn't like to hear the word "no".
It's that he can't say that word to all the insdiers and grifters who are constantly looking for subsidies and handouts.
As it turns out, Sly's never actually managed anything and neither have most of the other members of the council.
So they just say yes and keep soending until all the money's gone.
And then they hire the consultants to lie, trick, and scare, the public into giving them more, and the game starts all over again.

It's the gamblers lie. "I just KNOW this slot machine is about to pay off BIG. So just loan me another hundred or so and i'll pay you back double when it hits."
The Development Industry's version is, "We're just a couple of deals away from turning the corner where the market will takeover and development will go like gangbusters. This is a really great project that is going to mean so much to Kansas City. So just subsidize this deal and it will not only create desperately needed jobs and throw off future tax revenues, but it practically pays for itself and very well could put us over the tipping point for critical mass to ake over."
So they subsidize the deal, the insiders make their money, and then they find all the reasons why the project failed. "The market changed." "Costs were significantly higher than expected.". "Our primary tenant changed their mind.". Ad nauseum. Then they move on to the next shitty project and the development merry-go-round spins round again. And the taxpayers are left to pay the tab.
And that's why we wind up with these piles of shit like the Cotadel, Beacon Hill, 18th and Vine, the Power and Light District, Columbus Park, Linwood Shopping Center- the list goes on and on and on.
It's also why we have such poor City services. All the tax revenues are going to pay off the busted pipe dreams. Why do the taxpayers continue to play?

Schulte is being treated the same way he treats others. It's called karma and it's a motherfucker!! How often has he disrespected citizens by talking down to them or talking on his cell phone at public meetings?! I watched as Schulte, and continue to watch, throw some of his biggest supporters under the bus in order to keep his place on top. He's lost pretty much all of the support of the staff with the exception of the ass kissers who personally benefit from the patronage bestowed.
Karma says, "what comes around, goes around", or something to that affect. Troy will go down soon, and it will be a pretty lonely trip.

The fact is, SOMEBODY has to take the fall for the fail. I you're Sly, what are your options.
You could accept personal resposonsibilty for the situation. After all, as a candidate you made certain promises that you clearly have not fulfilled. But I think we all know, Sly will not accept responsibility. You heard it on the KCPT tour. "The problem is we don't act strategically, we don't have a plan.". While you know and I know tht's horseshit, a poor excuse is better than no excuse. So it won't be Sly admitting his failures.
He could blame the Council. Collectively, they have the power to act. But they also serve a set term. So let's say you could hang all of this on beam-me-up-Scotty Wagner. He's still going to be around for a couple more years. That wouldn't satisfy the bloodlust of the public AND he still has a vote and access to sensitive information. You might need himt in the future. Plus, he could do a lot of damage to you from inside City Hall. Make you look bad.
You could blame the City Manager. Only two options. You beat him up publicly which brings him in line, makes him do what you say. After all, he doesn't want to take another public flogging. And he doesn't have a vote. In theory he is your employee. So you could send him packing. He'd be gone, and you could hire a Cauthen-esque lackey to do your bidding (it worked for Barnes.) Now that sounds much better.
So it will be Schulte's he's on the platter.
Wait a minute. Somebody brings up Harley Davidson? Please. That was a huge give away. How many is Harley employing now?
Let's face it. Every city manager gives something away. Leadership is corrupt but they govern with the consent of the governed. We all want something for nothing and we all bitch when we don't get ours. That's wrong but its not about right or wrong. It's about being in the game.

Remember, Troy was Mark, Deb, and Mike's "man" for city manager. The ONLY reason I voted for Sly was because he was undecided. Troy has done nothing for the black community except fire and force out strong black department directors and other black management. Sly, if you are out there, please find a new city manager.
Get rid of Troy and all his high level appointees
Uh, the black department directors that were canned deserved it. They were incompetent. In fact, there are two more black department directors, the worst of the bunch, that need to be fired as well.

Sly isn't Kay Waldo Barnes. She had a vision and better staffing. Sly should have city manager mobile number and the route for the KCPT interview previewed before the mayor toured it on-aire.
Yes, that is what we need... more black department directors. Who cares if the person is qualified or not? Doesn't matter as long as his/her skin is the right color.

Schulte doesn't talk down to people, and he is certainly not arrogant.
Sly was not undecided on Schulte during election; he said on more than one occasion that he wanted Troy as city manager.
Troy is not a liar. If anything, he's too open.
2:45 is an idiot. We have three back assistant city managers. The dept heads and management that were let go, and some of them were white, deserved to be canned. And much of the black community supported Schulte and still do.
If Sly and the council have a modicum of brain cells, they'll let Troy continue his work. You're not going to undo years of Kay Barnes and Wayne Cauthen damage in just a couple of years.
