THE TKC SATURDAY NIGHT PLAYLIST!!! TIPSTERS TOLD YOU SO!!! KCPD TICKETING HOT MESS CONFIRMED!!!



For nearly a year KICK-ASS TKC TIPSTERS have noted that ticket writing under a new system has hurt productivity.

Earlier this summer a bit of testimony and INSIDER DETAILS cited problems with e-ticketing once again. But there has been complaining about the system since it started.

This evening The Star finally arrives at a the story . . .

After switch to electronic system, KC police ticketing drops off sharply. Technical woes help bring traffic citations down by 25 percent, other tickets down even further.

Thankfully, because we're lucky enough to talk to Kansas City Insiders . . . There's even more EXCLUSIVE detail we can bring to this story . . .

LET'S NOT JUST BLAME A TECH LEARNING CURVE FOR THE KCPD TICKETING DROP OFF!!! A GREAT DEAL OF THE DECLINE COULD REPRESENT RANK & FILE RESENTMENT OF THE NEW CHIEF!!!

Insiders have told us . . .

"Whenever you get into a situation where workers don't feel like they have support from the management, you'll see folks no longer going out of their way to make things happen. That's what we're looking at here . . ."

Now, we're not suggesting that anybody is laying down on the job BUT the premise of what we're hearing from insiders is that the incentive to go above and beyond the call of duty has been stifled and that's (allegedly) a reflection on management.

On the bright side . . . For the broke-ass denizens on Kansas City streets . . . Fewer tickets is a good thing and it's nice to see a bit of statistical backup to a situation that has been common knowledge for quite some time.

And all this has inspired tonight's playlist . . .

So if I get this right, court employees won't re-enter the information so officers have to do it? I thought the idea was to get more officers on the street. I guess we can once again chalk this up to city government at its finest.

If a traffic cop and write 5x as many tickets as before, according to the article, then it sounds like an issue of motivation. However, the manufacturer recommended MUCH more training than the city was willing to provide. So they cheap out on the training and throw these shitty things on the streets in haste.

Well guess what, now we're all paying for it. Because they cheaped out on the training, now we have less revenue -- which almost certainly would have more than handily paid for training.

Typical KC.

Actually, it doesn't make a case for local control since it was the department bending to the will of the city (courts) is the reason the department got the system and the city (courts) refusing to enter the information.

The decsions to buy this equipment was made at city hall with no input from the officers on the street. Remeber that, whatever the latest story folating around may be, CITY HALL aleady controls the KCPD money.
Training was minimal and done MONTHS before the officers actually had this stuff in their hands. Try getting acqainted with a new piece of electronic equipment months before you get to actually have to use it and see how well you do. And the transition consisted of "give me your ticket books, here's this keypad".
As usual in KCMO, it doesn't matter how things actually turn out. It's the big announcment, or the big contract let, or the latest new program, and then it's off to the next bright shiny thing.
And if you think changing the boxes on an organizational chart by having local control of the police is going to change this behavior at city hall, I have a water department to sell you.
Did you see how on top of his neighborhood game Sly was on his tour of Marlborough?

City hall will never learn. If you give employee's shitty leadership, they will not perform. This is the case in virtually EVERY department currently with the city.

Cheaping out on TRAINING for a new Computer System isn't limited to KCPD. Most every company underestimates the importance of user training.

Read a good point here, that we need more clerks in the courts so the cops can do their jobs in the field.

Didn't agree that we want cops to be more 'productive' about writing tickets....UNLESS the 25 percent reduction translates into a drastic rise in accidents and deaths related mostly to speeding and also running red lights.

Cops spend a lot of time on DWI checks that are spotty at best, and generate relatively few arrests. Is that an efficient way of reducing accidents and fatalities?

That was one of the more accurate articles I've seen so far explaining why productivity is down.

Yes, the lack of training was an issue, but that could be overcome in time with use. It appears these things were hastily pushed out into use so that former Chief Corwin could have another asterisk on his resume before retiring from the PD and going elsewhere (*I was responsible for the first paperless municipal court system in the nation. Please give me your vote).

That "circle of death" wheel seriously kills all motivation to want to attempt writing another ticket.

Traffic cops have it different than district cops because generally they'll be writing multiple tickets in the exact same location for the same speeding violation for hours making it much easier to complete numerous tickets. Whereas a district officer never knows where they're going to pull someone over, what they're going to issue a citation for, or whether they'll have to take someone to jail AND BOOK THEM IN TWICE. Seriously who's idea was this? Not only that, it takes an even longer process to book someone into the new booking system after you've already spent the time getting them booked in to the old booking system.

And then there's the new criminal justice computer program they're using. Sadly, officers would rather go back to the old, antiquated computer system BECAUSE IT WAS SO MUCH FASTER AND EFFICIENT. It also gave much more pertinent and useful information to the officer. With all the technology available, how did we take a step backwards on this? That computer system combined with the ticketing system are disasters for productivity. The article pretty much hit the nail on the head.

I went from 100 tickets a month to 0. Its real efficient, I dont think I've turned that fucking device on in 6 months. If you are not a "state" charges arrest, you don't go to jail. I've let people go with 10 warrants because I have never been trained on REJIS booking. And the training I received on the e-ticketing device was piss poor, lasted 2 hours at the most, and was 8 weeks before I physically got to put my hands on the machine. It's no wonder no one in patrol uses the damn things. Another epic fail by Kansas City government, and the KCPD command staff. Thanks Chief Corwin, you really left your mark......dickhead

The present conditions may have been Corwin's in the making, but Forte is still responsible for moving this thing forward. Leading by example, knowing what is going on in the PD (not just listening to those who tell you what you want o hear), motivating the department, giving the officers more training, getting more cooperation from the jail and the court- that is what the job calls for and what a leader does.

But Forte seems to think this a game of PR, photo ops, lining your pockets while your officers get stuck with no pay raises and benefit cuts, and playing into the political agenda of climbers and dumb ass politicians. To now, Forte s a fail.

Seen first hand the horrible mistake companies make training people before the equipment is delivered. People forget virtually ALL of their premature classroom training, even if it's hands on. This is not how people learn technology.

They must begin using it immediately, or they lose the skills they were introduced to. Somebody screwed up.

Probably the vendor, who should know better than to conduct premature training.

1107 is exactly right. Traffic are the only ones writing tickets anymore because between log in time and writing the tickets, it takes about 30 min atleast. Why should I pull someone over for something stupid like turn signal violation, take 30-40 min to write a ticket and then have the person file a complaint against me for detaining them too long on the stop....all for broken technology that was purchased without testing or input from patrol. St. Louis PD has a similar system and process but chose not to buy the e-ticketing handheld device due to signal and tech problems. Hmmmm

Whether the root of it is economic, racial, nepotism, poverty, incompetence, the economy or just plain on circumstances the real issue lies in how KC DOES NOT deal with anything. It is all show and announcement and feel-good. No follow up. No real boots on the ground and not even an assessment of whether it makes sense for this city or not.

That is why this city is a follower and not a leader. Nothing innovative comes from here any more. We are like a little sibling to the real cities saying "me too" I want one too. If they have a train, we want one. If they have e-ticketers, we want one. If they have some new education program, we want to set up one but not really know how it works.

The people bashing the City for this should watch this you-tube video by KCPD. "Speed and Accuracy" bragging by KCPD. This was a KCPD project that was taken away from the professionals in the KCPD IT department and ruined by "wanta be" technology cops. KCPD has ruined many projects by taking CJ majors COPS and putting them in charge of projects they have NO training for. You can blame KCPD for this one.

PS Mike Grisby -in the video- is a cop assigned to the IT department NOT a professional IT person. No wonder there are so MANY blunders at KCPD. This is a Major problem with KCPD. Putting Cops in charge of projects for which they have NO training for.

Did you watch the video? KCPD is showing Officers being trained and KCPD is ensuring SPEED and accuracy of the E-ticketing system. If this was not true why make a video about it and why blame the city, when you make a video taking credit for it?

WOW how deceiving by the KCDP video.

You can clearly see in the KCPD video where Grigsby is labeled a Detective. And why put him on a KCPD video if he does not work for them? It's on You Tube!

The question begs so who is this person if they employed are NOT at the time of the video by KCPD?

Just MORE KCPD deception?

Grigsby was a cop at the time the video was made. He has since switched over to the civilian side and is no longer a cop because with his background in computer technology he was able to make way more money in an IT position. Calm down, people. Geez.

I had 2 hours of training on the new system. The Sgt. Instructing the class opened with "I don't know how these work but we'll get it figured out.". We then sat there and stared blankly as we followed a printout and learned how to sign into the system. Over an hour was used just for signing in to the system. All in all we were basically handed the new equipment and told go to work. Im pretty decent with computers but in the time it takes me to write 1 ticket now, I could've written 5 tickets in the field.

The video is what it is. It promotes and says that the E-ticketing system works and is more accurate and faster. It was published by KCPD. None of the claims made on the video by KCPD are true. Watch the video yourself. This is a huge Boondoggle.
