No Sunshine (Law) In Kansas

KCUR on public information or the lack thereof: "A Kansas district attorney concludes that the governor and key members of the legislature broke the state's open meetings law. But there will be no charges and no fines and the investigation left a number of questions about the unannounced meetings and the open records law itself."

Why is it that so many laws that apply to citizens are felonies, while so many that apply to corrupt politicians and officials are misdemeanors?
