So HALF of Kansas City proper are functionally illiterate? I call bullshit on that one.
Then you must be illiterate because it says "Kansas city area," meaning region or greater KC, which is about 2 million.
And the KCPS district is working as hard as it can to replace those illiterate folks as quickly as others are being taught to read. Our very own multi-million dollar perpetual motion machine!
