"Crosby Kemper III, CEO of the Kansas City Public Library, says that if the city wants Main Street improved, it should fund the project itself and not use TIF revenues. He believes profoundly that his organization (KC Public Library), along with other taxing jurisdictions such as Kansas City Public Schools and Jackson County, are being ripped off."
It's a good argument . . . The thought of KCPS cash funding private biz development is rather tragic. Then again, given the hot mess over accreditation and the impending Missouri Department Of Education takeover, maybe lunch money for "scholars" is better spent somewhere else.
On the surface this is the same old pseudo-intellectual debate about public subsidy and development that Kansas City has never really solved.
But let's dig deeper . . .
Kansas City is now in the process of rolling back more than a few TIFs in a somewhat surprise move.

So . . . Once again advocates of Kansas City fiscal responsibility stay losing while TIF in some parts of the city is getting a second look . . . Suddenly, our horrible Toy Train scheme seems to be the beneficiary of City Hall largess and not (never) local neighborhoods.

If they try to use TIF for the street car line they will be sued and they will lose. By definition, TIF is repaid with tax revenue. The train (and all forms of public transportation) have to be continually subsidized in order to survive. You cannot tax the tax man. TIF won't work.
Maybe Diane and Oliver Burnett should pay their property taxes on-time? I guess Oliver is an artist and cannot be bothered with regular people stuff.
They won't use the TIF for the streetcar. They roll it back and then switch money around. It's all legal but dirty as hell.

Pseudo-intellectual debate? Listening to anyone defend TIFs is like listening to a gambler's theory of slot machines. You just shake your head and wonder how anyone could be that f*ing stupid.

How often did the schools and libraries actually kick-in for mowing and trash removal on Land Trust lots? They are a part of the Land Trust decision makers who just like to ignore the huge empty lot problem. The City ends up carrying the dollar burden to keep the Land Trust lot's trash and weed problem down to a low roar.
Screw the library and KCSD, they are a part of the problem.
Some TIFS suck, Main-Cor is actually doing a good job on Main Street.
TIFs worked good for Bass Pro development in Meth Town (super sarcastically). No one to this day knows where 90 million TIF bond dollars went.
The City has cannabalized all the departments and raised utility rates to pay off the TIF debt when the City legally does not have to, but say they must to save their bond rating or keep the bond holders from calling for a Fed investigation.
If the Fed would do a forensic financial audit criminal investigation of these behind the scene TIF and Super TIF bond indebtedness schemes alot of powerful people in the metra area would be in prison having sex with Leroy and Obadiah everyday.
How insane to TIF the toy train.
Its against the law for US companies to pay bribes in foreign countries. However in KC they can pay a development attorney who in turn pays a city councilperson to give them a subsidy. How is that different than bribing some third world bureaucrat?
