  8. Most apartments and businesses are no longer replying on the police but hiring their own private security.
    Private security are paid to do a particular job. Police have no obligation to the citizens.

  10. What Kansas City needs is a modern proactive police department. Unfortunately kcpd is stuck in the past. It is an organization that resists change and prefers the status quo.
