TKC NOTE: In one of my favorite Puck posts ever, this TKC Contributor outs some of the most powerful people in Kansas City and reveals the names and faces behind the Stop The Nonsense campaign.
It's bold stuff and the points are very hardcore . . . Check it:
He Ain't Heavy… And He's Not My Brother
Oh my, Puck loves construction men who work hard for their money, especially if they do it outside in heavy-duty boots and plaid shirts that are open a few buttons. But Puck has questions about the Heavy Constructors and their newly-found concern for maintenance in River City. The strapping men (well, ok, rich old white dudes) who run this outfit are no-holds-barred, take no prisoners types. And their latest target is City Council members and our Mayor. They are throwing such a hissy, they've even established a website to show everyone how BIG their HISSY is… let's take a look at the size of their hissy, shall we?
The bad boys of the Heavies are irked that the City's budget doesn't have adequate money for capital maintenance. Well, duh, says Puck. The point these men have failed to disclose is this… their man WAYNE Cauthen shaved money from capital maintenance and improvements each and every year he was city manager. Wayne was infamous for siphoning money to pay for pet projects… have we all forgotten the plan to sponge $20 million from PIAC to pay for Citadel? Needless to say, these Heavies, who have gotten rich and richer through city contracts and who enjoyed major access because of Cauthen, are mad their man from Denver is no more. They've lost access, power and profits. These boys are pissed.
The executive director at the Heavies is Ed DeSoignie, a man who is no stranger to City Hall. 
Ed DeSoignie resides currently in OLATHE, KS, but he used to share a home in Wayne Cauthen's pocket. Ed LOVES Wayne and HATES the Council. Why? Because Ed and the Heavies made LOTS of money from Wayne's largesse. Ed was so upset the day Wayne was shown the door, he was at the City Council meeting threatening council members. Not so nice, Mr. Ed!
How about the rest of those Heavies? Well, Puck let his fingers do the walking and oh, dear readers, you'll love this! Those big white fat cats who are telling you how things in our city should be budgeted are almost ALL LIVING on the Kansas side of things. The few that do live in Missouri live at Lake Lotawana and in other outlying areas. Many of them have business and home address that allow them to call the shots in KC and PAY NO EARNINGS TAX! They aren't paying for our public safety, our basic services or, by the way, OUR CAPITAL IMPROVEMENTS and MAINTENANCE. But KCMO is green enough for them to take bunches of it home to KS.
So to sum up… the Heavy Constructors's hissy is SO BIG, they have hired Pat Gray and Steve Glorioso (who is basking in his new, although transitory, faux relevancy) in a sophomoric yet six-figure effort in an attempt to stir the pot. They've called for the public (that's you, my dear readers) to phone and email City Hall and demand the Council fund the capital budget properly.
Well, lo' Puck believes that turnabout is fair play. Puck thinks you should call the Heavies and tell them you don't take kindly to having nonresidents of our fair city lord over us from their stately Leawood manses and lake homes to tell us what to do. These men raped and pillaged our capital dollars for years. Now they're screaming "unfair!" and calling for reform. Most of these men see our crumbling infrastructure on their way back to Leawood or Lotawana or wherever. Since Puck knows you readers will see through this thinly-veiled power grab, Puck suggests you contact the Heavies and tell them exactly what to do with their No Nonsense campaign… and if you need help with the phrasing try this… "Dear Mr. Ed and fellow Heavies, You matter not. Go away. Love and Kisses, TKC Reader."

List their names and home address. Sounds like some more outsider trying to tell Kansas City how to run the City. Kinda like the e-tax group. Maybe former Mayor Kay Barnes can have a news conference telling them to go away.
oh, that's right, Tony's the guy who hates and screams about racism but loves sexism.
If the council and mayor think they can ignore the heavies, they are seriously ill-informed. The city needs those guys and no small mom-and-pop operation can step in to fill their shoes.
This city needs more construction like we all need a hole in our head. The problem we have now is that this city is so overbuilt it isn't even funny.
Big projects mean big paychecks for these guys and empty blight for the rest of us.
This city needs long term, middle class, benefit paying jobs. Not more construction jobs.
Ed DeSoignie is Cuban, if that matters.
All these guys do is pave streets, do sidewalks and lay water pipes and sewers...basic infrastructure. They think more money should be spent on basic infrastructure. That is radical in what way. Who else does this work? I have the answer...nobody.
I'm scared. I actually agree with Tony for once! This kind of shit is disgusting. Go Tony!
A few things amiss with Puck's assessment:
- Heavies concern over capital maintenance is not "newly found"- they've been pushing for more money for this for years and years and years.
- If a contractor's business address is KCMO- THEY DO PAY corporate earnings tax. Ditto the people who work at those offices and all the many construction workers who live in KCMO and draw paychecks from those companies.
-These guys aren't carpetbaggers- many of their companies have been in KCMO for generations.
- The second in command at the Heavies is an African American woman- Bridget Williams (former AFL-CIO head) which has been duly noted on this site previously.
Puck, IMHO, you should refrain from the ad hominem approach (attack the messenger instead of the message). You're excellent at parsing facts and figures and, yes, the political pas-de-deux,at city hall. No need to stoop to the lowest level of debate tactics.
You are partially correct about earnings taxes and pushing for capital improvements. Their concern would be taken much more seriously if for years they had not pushed for all the frills like the Sprint Center while the city was decaying.
The ancestoral heritage of Ed De Soignie and Bridgette Williams does not matter, neither does the fact that some of the contractors do not live within the city limits. What does matter is that they are the ones who take care of our infrustructure. If the City cuts the budget, the work doesn't get done, our cars break down, our sewers back up into our basements and we we have even bigger problems on our hands. I am glad that someone is finally trying to make the "Mayor" and "Council" answer for where our capital improvement money is going, and why projects are lost on someone's desk and not on the streets.
In evaluating the motives of the Heavies it is important to note that the practice of creating front companies in order for majority contractors to capitatlize on MBE/WBE programs originated with this body. So, if the City caves to their pressure and releases infrastructure projects, then the least we can do is insist that they comply with genuine participation of legitimate MBE/WBE companies.
Amen to that! Then maybe the photo of the HCA Board will look more representative of the populace.

Why should MBE/WBE companies get ANY preferential treatment? ALL Legitimate companies should have an equal shot at ANY public bid no matter who owns and runs it.
Yes, there are plenty of MBE/WBE front companies who just act as "pass through" entities where the owners subcontract to the lowest bidder and skim off the top.
Another waste of public money.
Want the government to save money? Get rid of the prevailing wage requirements and save millions each year.
Which council person does Puck work for?
The 1,000 room hotel these guys are all for is not public infrastructure. Now that we are broke building for all the sports teams they think we should spend more fixing what we should have been doing in the first place. Kansas City is going spending $2 billion to fix the sewer system that should be enough for everyone to geet their campaign contributions. If the City did not spend so much money on Kim Carlos and Steve Glorioso they could do alot more construction.

Just ask who skims the rest? The majority contractor who is part of the conspiracy. Why don't you criticize his involvement? As far as getting rid of prevailing wage requirements, aren't you leaving the door open for you not being paid fairly for an honest day's work? Anon 12:15, I'm kind of like Puck's writing and wondered if he was that off base after seeing your comments, so I did a little checking. Many of these guys' companies are NOT in KCMO. If I remember correctly, one is in Grandview, one in Belton, one in Olathe, one is in Leavenworth, and I think one or two others are in KS. I could find only two in KCMO.
And if the group has been wanting more capital dollars for years, why didn't they scream and put up a website when Cauthen was in office? Cauthen cut the capital dollars every year, yet these guys said nothing then. Only after Cauthen is out of office did they decide it was time to stop the nonsense. IMHO, Puck is right on with his column. More Puck, please!
Bridgette is just now with the heavies since she got axed at the AFL-CIO, so it's a little disingenuous to act as if she is a heavy (no pun intended) player... and she does live in Kansas.
To call Bridgette "second in command" when they Heavy Constructors have a staff of FOUR people (including the office manager and the receptionist) is a little weak.

Anon 2:37- I, too, enjoy Puck's style. It's why I was disappointed he took the easy path of attacking the group versus the message. his insight on the timing and motivations are very credible.
As another poster noted- this debate should have less (nothing?) to do with the ethnicity and geography of the Heavies and focus instead on the issue- KCMO streets and bridges suck, there's not enough being spent to fix them, and if you care about that- do something.
Notwithstanding my comment above about ignoring geography- a clarification is in order. It seems you are mistaking the board members as being the total membership. They are thirteen people from thirteen companies- the heavies have more than 150 member companies. (The number is cited on the website but the companies are not listed.) I was talking about that broader universe.
Just ask yourself- how many more than the current 80 employees who will be laid off do we want to let go in order to give the heavies what they want? Because if they get what they want the City will have to fire hundreds of employees. If you were unhappy about snow plow, think how unhappy you'll be when there is NO basic service left - cause that's what the City will be able to afford - NOTHING.
In general, I believe the meat ax should be swung. Unfortunately, I'm not comfortable with the people that get to make those decisions.
One thing's for sure . . . I will not be supporting Funk or any incumbents.

I'm a bit confused, before Wayne Cauthen there was a huge backlog of capital projects...with money to do them and at the staffing levels we had years ago and they didn't get done. Now puck and his other toadies are hissing that no more capital improvements (roads, sewers, bridges) can be done and that it's Wayne's fault we can't do any more (glossing over the improvements that were done in the short time Wayne was here as opposed to the projects done by Puck's dept.) Why don't we just face the facts, City Hall's entrenched staff can't do the job. I feel the heavies pain and I hope they can make the residents of KC understand just how little some of the folks down at City Hall care for their own city.
As for business owners locating their businesses outside the city...considering the populace that elected this Mayor I think it was an incredibly wise and astute business decision.
Anon 3:41, you make a god point about race or MBE/WBE, but I think you are missing the subtlety of Puck's point. If I am understanding it correctly, the HC folks heavily backed Wayne and his CIMO department. Wayne and CIMO created some serious issues for capital maintenance, especially due to the added costs for CIMO and the millions of dollars that were sent to Denver consultants. Knowing this was going on, the HC did nothing. But once Wayne was sent packing, they come out in force, and now hired Pat Gray and Steve Glorioso (two snakes) to mount a big No Nonsense campaign. If I am reading Puck correctly, he is supporting the message but not necessarily the way the HC is delivering it. Why create a campaign to lobby councilmembers and the Mayor. They never lobbied Wayne for more capital dollars. It just seems that since they lost their guy and the subsequent power that came with it, they are angry and extracting revenge.
I hope the voters see through this and vote for the right person for each position. I do not believe in a "throw all the incumbents out" mentality, although there are some definite changes that need to be made. it's just interesting the HC took so long to demand these changes, and they only started demanding them after Cauthen left town. In this situation, it seems the messenger is part of the problem.
To Anon 8:22... you sound like a shill for Glorioso and Co. And just what "Department" do you think Puck works for? He seems to be an outsider looking in on his writings. As for the capital projects not being done after Wayne's departure, maybe it's because Wayne ran up huge deficits keeping his Waynettes employed and making sure people like Glorioso got fat at Trozzolo. If Wayne had made the cuts the council told him to and had been a professional city manager, we wouldn't have the backlog of maintenance we have now. The backlog didn't just start as of his firing; it's been growing for years and Wayne was here for years. I hold Cauthen responsible for the imbalances in the budget, for hiring Jeff Yates who couldn't balance his way out of a paper bag, and for keeping his toadies and Denver pals on the payroll. We'll be hurting from Cauthen's tenure for years to come.

That is why people and business goes elsewhere.The city wants to over analyze everything and they cant do there jobs. The Heavies are the people that employee the people of KC. These guys try to keep out of state contractors fromm bringing out of state help to KC and taking our money home with them. You don't have a clue what you are talking about Puck or what the Heavies are all about.
11:22 - the city's departments put out contracts for the large maintenance and repair projects and then oversee the contracts. The Heavies and other contractors are the ones who compete for those jobs. No way city forces could handle the work, and no way you'd want them to- unless you like the idea of another couple of thousand municipal employees that you'll be paying benefits for long after the work is done...
You don't have a clue who the Heavies are or what they do. Why don't you post a list of all of it's members. Is it maybe some of them are women and minorities. The Heavies provide a lot of good paying jobs to the people of KC
