From The Star: A passerby found a severely beaten man dumped in the middle of 23rd Street near Vine Street about 11 a.m. today.
An ambulance took the victim to a hospital, where police said his chances of survival were about 50 percent. The victim was wearing only socks, jeans and underwear.
