Stormwater bill collections should be a rainmaker but errors lose track of loot

The Star reports: Kansas City’s stormwater bills generate about $8 million per year, but the city still loses money because the collections process is so riddled with errors, a new audit says.

Who would of ever thought up "Stormwater Bill"?
Yes , the same people who thought up strippers to have a license in Kansas City's stripper clubs (Bazooka's).
