Tom Joyner thinks Kansas City might be a model for rebuilding in New Orleans

If he means that this town is flooded with loft and condo scams instead of water than I agree. However, just like New Orleans . . . Kansas City is no longer just a "chocolate city" and is now flooded with Mexicans as well.
